Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Broad Street is a 10' wide public gravel road in the Town of Carrboro, NC. The epsting land use is residential. An unnamed tributary to Tanbark Branch (aka Tanyard Branch) drains under Broad Street through an epsting 24" culvert. Roadway overtopping of stormwater at this location is a known and documented issue. The Town of Carrboro proposes to replace the epsting 24" culvert under Broad Street with a 54" culvert. 4b. Explain the purpose of the proposed project:* The purpose of this project is to replace and existing, undersized 24" culvert in poor condition with a properly sized 54" culvert. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project proposes to replace the existing 24" culvert with a 54" culvert using standard construction equipment including, backhoe, bulldozer, and excavator. A temporary detour will be used to maintain access to residential properties during construction. Stream flow will be maintained during construction using a temporary stream crossing. The proposed culvert will be constructed adjacent to the existing culvert using standard open -cut trenching. A new headwall and inlet channel with rock cross vane will be constructed as part of the project. 2:1 roadway embankment slopes will be used to minimize impacts. An erosion control permit is not required for this project, however an erosion control plan is included using standard erosion control practices.
