The Wilmington Regional Office received the Stormwater Submittal for Fort Fisher Revetment on
August 19, 1994, with final information on October 4, 1994. Based on our review of the project plans
and specifications, we have determined that the project complies with the Stormwater Regulations set forth
in Title 15A NCAC 2H.1003(a)(3).
Any modification of the plans submitted to this Office or further development of this contiguous
project will require an additional Stormwater Submittal/Modification and approval prior to initiation of
construction, regardless of the fact that such modification may be less than one acre. Modifications include
but are not limited to; project name changes, transfer of ownership, redesign of built -upon surfaces,
addition of built -upon surfaces, redesign or further subdivision of the project area as shown on the
approved plans.
This Certification shall be effective from the date of issuance until rescinded. The project shall be
constructed and maintained in accordance with the plans and specifications approved by the Wilmington
Regional Office. This Certification does not supersede any other permit or approval. The developer is
responsible for obtaining any and all permits and approvals necessary for the development of this project.
This could include the Division of Coastal Management under CAMA requirements, the Division of
Environmental Management under Wetland 401 Water Quality Certification and/or a Dredge and Fill
Permit and/or a Sewer Extension/Collection Permit, U.S. Army Corps of Engineers 404 Wetland Permit,
NPDES stormwater permit if disturbing five acres or more, local County or Town Agency permits under
their local ordinances, or others that may be acquired.

shall limit the allowable built -upon area per lot to square feet inclusive of right-of-way,
structures, pavement, walkways or patios of brick, stone, or slate, not including wood decking, state that
the covenants will be binding on all parties and persons claiming under them, that they will run with the
land, and that benefits may be enforced by the State of North Carolina, therefore, the covenant cannot be
changed or deleted without consent of the State.

Introduction: '-RQJ a
Fort Fisher is the most heavily visited state historic site in North
Carolina with 140,000 visits recorded in 1991. This historic site includes
the remaining earthenwork fortifications part of which have been restored, a
museum/visitor center and related parking facilities, a picnic area along the
beach front, and a memorial at "Battle Acre".
Project Description:
The Purpose of this project is to provide shore protection for the existing
historic site at Fort Fisher, North Carolina thru the construction of a rock
revetment along the beach front. See plans for the alignment. Over the past
decade, as during most of project history, the site has been subject to
pervasive erosion resulting in a gradual loss of the original earthen mound
fortifications and adjacent historic lands. The basic alignment follows along
the existing erosional scarp line throughout the project limits. Riprap,
broken asphalt and concrete are present along the existing beach face area as
remnants of previous erosion control projects. Approximately 13 acres,
including material storage areas will be disturbed as a result of the
revetment construction.
Project Locationz
The project site is located along the southeastern coast of North Carolina
in New Hanover County, on a peninsula which separates the lower Cape Fear
River from the Atlantic Ocean. The historic site is immediately south of Kure
Beach and is approximately 20 miles south of the city of Wilmington. Highway
U.S. 421 passes through the project area providing access to the North
Carolina Aquarium and adjacent public beach eventually terminating at the Fort
Fisher/Southport Ferry terminal at the southern end of the peninsula. The
Fort Fisher State Historic site covers approximately 264 acres and is
administered by the North Carolina Department of Cultural Resources. The
public beach to the south of the historic site is under state ownership and
operated by the Division of Parks and Recreation.
Adjacent Proper :
The construction area is located on the Fort Fisher historic site. Private
property adjoins the historic site's northern boundary.
General Geology:
The Ft. Fisher project site reflects the coastal environment of deposition.
Typical sediments at Ft. Fisher to elevation -90 Mean Sea Level (MSL) are,

from oldest to youngest, Castle Hayne Formation (Eocene age), Bear Bluff
Formation (Pliocene -Pleistocene), and Waccamaw Formation, Canepatch Formation,
and Socastee Formation (Pleistocene).
In Ft. Fisher area, the uppermost soil is poorly graded surficial sand with
little or no fines (SP). These sands may be indistinguishable from buff
colored Pleistocene sands underlying them. Shell fragments or layers of shell
fragments may be found in both soils. Below the buff colored soil, lower
Pleistocene sand (SP) or silty sand (SM) of gray -green color, are present.
The contact between buff colored and gray -green colored soils is irregular
ranging from 0 to -10 MSL.
At the northern end of the project area, approximately 100 to 200-feet east
of the alignment a predominantly tar_ to brown_ colored, poorly to moderately
cemented, medium to coarse, sand size, shell fragments rock outcrop occurs.
Informally, the type of rock is called coquina. The coquina is irregular in
thickness and elevation and is discontinuous in occurrence. In addition, a
discontinuous, thin lens of slightly to moderately cemented ferruginous sand
was observed in a erosional exposure of the beach at the northern end of the
project area.
Storm Drainage:
Storm water runoff within the construction site area is very irregular and
does not follow any particular drainage pattern. Evaporation and infiltration
are the primary means for which surface runoff within the existing oceanfront
area is presently being handled. It is expected that this process will
continue after the construction of the revetment. The revetment construction
will not alter this present means of handling the surface runoff within the
general area. Storm drainage work will primarily consist of grading areas to
drain toward the revetment. All excavated areas resulting from the revetment
construction and that are outside the limits of the stone placement will be
backfilled with sand and graded to match the adjacent site conditions and/or
sloped to drain toward the stone revetment. Backfill material will also be
placed in areas between the revetment and the existing eroded scarp. Backfill
material will primarily come from within the construction excavation limits
with the borrow area shown on the plans as alternate source. Trench drains are
provided to drain low points along the walkway and prevent excess water from
ponding along the walkway and causing damage to the walkway.
Erosion Control Measures:
Temporary erosion control measures to be used as necessary and/or as
directed by the contracting officer are contained in the specifications
Section 1430: ENVIRONMENTAL PROTECTION. These measures consists of temporary
silt fence, temporary silt ditches, temporary gravel filter basins, temporary
seeding, erosion control matting, sand fences,etc. Sand fences will be
required where necessary to retain the existing sand within the construction
site and to protect the adjacent property. Other erosion control measures will
provided where necessary for the material storage areas as well as the borrow
area, should the contractor utilizes the borrow area.
Permanent measures to consist of landcaping, seeding and grassing. See plate
P-13 for Landscape plans, including the planting lists and locatirnxs. See
specifications Sections 02935 and 02950 for additional requirements.
Storm Water Management:
Approximately 5.5 acres of impervious areas consisting of the stone
revetment and paved walkway will be constructed as part of this project. The
paved walkway surface only comprises about .5 acres. The total project area
(aprrox. 68 acres) for purpose of density calculations consists primarily of
the general historic site areas adjacent to and in the vicinity of the

construction area and does not consider the entire 264 acres for which the
Fort Fisher State Historic site covers. Impervious area comprises
approxomately 8W of the total project area.
Mitigation Area:
in order to provide mitigation measures for the project, a low area will be
left along the southern end of revetment on the landward side between the
southern end and the start of the walkway. These measures are necessary to
preserve to low area that already exists within the general area at the south
end of the revetment.

Guidelines for Access: The staff of the Regional Office is dedicated to making public records in our
custody readily available to the public for review and copying. We also have the responsibility to the public
to safeguard these records and to carry out our day-to-day program obligations. Please read carefully the

Appointments are scheduled between 9:00 a.m. and 3:00 p.m. Viewing time ends at 4:45
p.m. Anyone arriving without an appointment may view the files to the extent that time and
staff supervision are available.
