Hope you are doing well. We have another project down your way that we'd like to review with you. I believe you met
about this project already with a few folks on this email thread. We are working on a new visitors center for the Fort
Fisher Historic Site. I understand there is an existing stormwater permit for this site. Pre -virus times, we'd come down to
your office to review the existing permit. How are these types of meetings handled nowadays? We are interested in
seeing the details of the permit as this will inform how we need to handle stormwater for the new visitors center and
reconfigured parking lot.
Any help would be greatly appreciated.

Project Narrative

Existing Conditions
The project site currently has a visitor center and historic fort remnants from Fort Fisher, and contains
the NCDNCR Underwater Archaeology Branch facilities.
Most of the project site is owned by the State of North Carolina, with the remainder owned by the
United States Government as the MOTSU "Sunny Point Buffer".
The project site is historically significant from the Civil War era. According to www.historicsites.nc.gov,
during the Civil War, Fort Fisher kept the "... port of Wilmington open to blockade-runners supplying
necessary goods to Confederate armies inland. By 1865, the supply line through Wilmington was the last
remaining supply route open to Robert E. Lee's Army of Northern Virginia...."
Areas of environmental concern include the site being within the erosion rate setback, the site's use as a
state park and a historic place, and the site's proximity to estuarine waters, coastal floodplains, and
ocean beaches and shorelines.
The site location is in conflict with the current erosion rate setback, but is in a similar location as the
existing facility. Also, the MOTSU Sunny Point buffer provides a setback on the western edge of the
project location, but the new buildings are kept out of the Sunny Point buffer.
Proposed Conditions
The scope of the project includes demolition of the existing visitor center building, construction of a 2-
story 22,000 SF visitor center, construction of a 10,000 SF Underwater Archaeology Branch facility, and
site improvements. Site improvements include an approximate 130-space parking lot with associated
drive aisles and sidewalks, relocated Duke Energy overhead line to underground through a significant
portion of the site, reconstructed earth mounds to simulate the original fort, and associated stormwater
management and utility connections. The project will also include temporary visitor facilities south of
the proposed site during construction, at a location to be determined.
Disturbed acreage is approximately 9 acres.
Water supply and sanitary sewer connections for the new facility are provided by the Town of Kure
Beach.
The proposed site will be approximately 40% impervious.
Stormwater treatment is proposed to be treated via approximately 12 stormwater management
devices, including measures such as permeable pavers, infiltration, bioretention, and wet ponds.
Funding for the project includes approximately $3 million from private sources and approximately $19
million in public funds.

Many of you will be receiving meeting requests from me over the next couple of days as I address the backlog
of multiagency meeting requests. Attached are materials for the first request. I will be shooting to hold 2-3
meetings on the date selected by the group. This request came in while I was on vacation, and I have updated
the potential dates for the meeting to be the following: August 23, August 26, August 27, August 28, August
30, September 4, September 6, September 10, September 12, September 13, September 16, September 17,
September 18, and September 20.
Please take a look at the request, determine your agency's need to participate, and give me your availability
