Van Der Wiele, NCDOT Coordinator C1)4") SUBJECT: Review of Scoping Sheets for Realignment of the Intersection of SR 2804 (Reedy Creek Road) and SR 2805 (Harrisburg Road), Charlotte, Mecklenburg County, State Project No. 9.8109822, TIP No. U-4401. In reply to your correspondence dated February 4, 2004 (received February 9, 2004) in which you requested comments for the referenced project, preliminary analysis of the project indicates that the following water resources in Hydrologic Unit 030711 will be impacted: Stream (Index) McKee Creek (13-17-8-4) Water Quality Classification C; §303(d) list.of impaired waters Section 303(d) of the federal Clean Water Act requires states to develop a §303(d) list of waters not meeting water quality standards or which have impaired uses. States are also required to develop Total Maximum Daily Loads (TMDLs) or management strategies for §303(d) listed waters to address impairment. McKee Creek was listed in part for having excess sediment derived from urban runoff(storm sewers. NC Division of Water Quality has the following comments: Environmental Documentation 1. The environmental document should provide a detailed and itemized presentation of the proposed impacts to wetlands and streams with corresponding mapping. If mitigation is required, it is preferable to present a conceptual (if not finalized) mitigation plan with the environmental documentation. Appropriate mitigation plans will be required prior to issuance of a 401 Water Quality Certification. Design & Construction 1. The DWQ requests that DOT use Best Management Practices for the Protection of Surface Waters (March 1997) throughout the design and construction of this project due to the presence of a §303(d)- listed stream. 2. Within this sub-basin, sedimentation and storm water runoff are major water quality concerns. In order to reduce sedimentation in receiving waters, ¦ same day seeding and mulching is strongly encouraged; ¦ storm water runoff from the project should be designed to be directed to grassed swales, buffer areas, preformed scour holes, retention basins or other site-appropriate means of receiving pre-treatment, rather than routed directly into streams. Sediment should be removed from any water pumped from behind a cofferdam before the water is returned to the stream. 4. Borrow/waste areas should not be located in wetlands. It is likely that compensatory mitigation will be required if wetlands are impacted by waste or borrow. 5. Wetland and stream impacts should be avoided to the maximum extent practical. If this is not possible, alternatives that minimize wetland impacts should be chosen. In accordance with the NCDWQ Wetlands Rules 115A NCAC 2H.0506(b)(6)1, mitigation will be required for impacts of greater than 150 linear feet to any single perennial stream. In the event that mitigation becomes required, the mitigation plan should be designed to replace appropriate lost functions and values. In accordance with the NCDWQ Wetlands Rules 115A NCAC 2H.0506 (h)(3) 1, the Wetland Restoration Program (WRP) or Ecological Enhancement Program (EEP) may be available compensatory mitigation. The DOT is reminded that issuance of a 401 Water Quality Certification requires that appropriate measures be instituted to ensure that water quality standards are met and designated uses are not degraded or lost. The project is included in the 2004-2010 North Carolina Transportation , improvement Program and is scheduled for right of way in fiscal year 2005 and construction in fiscal year 2006. The project consists of realigning the intersection of SR 2804 (Reedy Creek Road) and SR 2805 (Harrisburg Road). These improvements include either a two-lane section or a three- lane section. The project length is approximately 0.62 mile. We would appreciate any information you might have that would be helpful in evaluating potential environmental impacts of the project. If applicable, please identify any permits or approvals which may be required by your agency. Your comments will be used in the preparation of a State Minimum Criteria. This document will be prepared in.accordance with the State Environmental Policy Act. WWW.NCDOT.ORG LOCATION: TRANSPORTATION BUILDING 1 SOUTH WILMINGTON STREET RALEIGH NC I* 2 The following narrative presents the highlights of the scoping meeting: • The revised WBS No. is 36774. 1.1 • The purpose of the project is to realign the existing intersection away from the new I-485 interchange which will reduce the accident potential conflict with the interchange and the intersection. • Two alternatives were presented and discussed, Alternative 1 and Alternative 2. After comparing the two alternatives, meeting participants agreed to carry forward only one alternative, Alternative 1. • Alternative 1: No impacts to streams One relocatee 40 mph design speed Minimizes property impacts New distance from the proposed I-485 / Harrisburg Road ramp intersection to the relocated Reedy Creek Road intersection is approximately 900 feet. Proposed intersection tie does not conflict with the superelevation along Harrisburg Road. The east approach will be a 3-lane curb and gutter section. The west approach will be a 2-lane shoulder section with 8-foot shoulders (4-foot paved; 4-foot turf). • The current estimated costs: Right of Way $2,200,000 Construction $2,450,000 -------------- TOTAL $4,650,000 • The current TIP costs are: Right of Way $1,800,000 Construction $1,000,000 Prior Years $ 150,000 TOTAL $2,950,000 • Adjacent Projects: R-2123 - I-485 Charlotte Eastern Loop on new location and B-4580.- Bridge Replacement Project on Reedy Creek Road • The project will not impact streams. • Environmentally sensitive waters are not present. • Functional Classification: Reedy Creek Road - Other Principal Arterial Harrisburg Road - Rural Major Collector 3 • Since the project is on a tight schedule and Roadway needs to request surveys, they asked that the CIW be held by January. (The workshop will be held December 11".) • The Mecklenburg -Union MPO asked that provisions be made for bicycle lanes. NCDOT will put in wide lanes so that the City will have the option of striping for bicycle lanes in the future. • The existing right of way width is 60 feet along Reedy Creek Road. The proposed right- of-way width for the relocation of Reedy Creek Road will be determined during the preliminary design phase of the project. • NCDOT will replace sidewalk disturbed by construction and only on one side of Reedy Creek Road on the eastern approach. The Mecklenburg-Union MPO will give further consideration to sidewalk. • The proposed project is not on the Thoroughfaze Plan. • Two historic properties, the Jordan House and the Bruton House, are in the project area. Both properties have been determined not eligible for the National Register of Historic places; however, the Jordan House has been locally designated. The proposed project limits end right where the Jordan House property begins. Richard Silverman has requested to see the design plans when they are completed. He will coordinate with the Charlotte Historic Landmark Commission. • NCDOT Traffic Engineering Signals Unit will evaluate signal needs for the new alignment.
