ESI is providing this supplemental information regarding the above referenced project on behalf
of the Nash-Rocky Mount Board of Education. The questions/concerns posed by DWQ are
listed below with the applicant's response following each item.
Please enumerate all riparian buffer impacts on the site plan and clearly label impacts.
Sheet No. C-2 provides a depiction of the listed wetland, stream and buffer impacts. The buffer
impact resulting from the sewer line crossing has been labeled as Riparian Buffer Impact Area
#1.
This Office believes that the sports fields and gymnasiums can be moved or reconfigured to
minimize the impacts to Stream No. 2 and Wetland Nos. I and 2. Please revise the plans to
minimize impacts.
The sports fields have been placed on an axis that is consistent with the industry standard as
found in the National Federation of State High School Associations Court and Field Guide. This
standard states that is they must be oriented in a generally north/south direction in order to avoid
issues with the sun. The sports fields have been placed in such a way that they satisfy the
requirements of this industry standard. Only a small portion of Wetland No. 2 is being impacted
because the applicant has previously redesigned this area to reduce overall wetland impacts. The
configuration of Wetland No. 1 does not allow for any practicable avoidance measure to be
taken, although the impact has been minimized as much as possible based on the site constraints.
Please provide a more robust avoidance and minimization analysis and discussion. Include plan
options with site designs outlining other site development proposals with more or less impacts
and explain why the submitted plan was the preferred alternative. Additionally, please describe
efforts taken to locate alternative sites that would allow for reduced impacts to occur.
The applicant has demonstrated significant avoidance and minimization of both wetland and
stream impacts through several iterations of the site design. The initial site plan proposed
impacting all of Wetland No. 4 (0.196 acre) and an additional 0.30 acre of Wetland No. 2 in
addition to the impacts to Wetland No. 1 (0.047ac) and No. 3 (0.077ac). Stream impacts were
also initially expected to be approximately 480 linear feet when the extra footage inside Wetland
No. 2 was proposed for impact. These initial wetland and stream impacts for the proposed
project exceeded 300 linear feet of stream and 0.5 acre of wetlands and would have required the

applicant to obtain an Individual 404 and 401 permit. The use of a retaining wall at Wetland No.
2 and the complete avoidance of Wetland No. 4 allow the applicant to propose wetland and
stream impacts that are under the threshold for a Nationwide Permit No. 39.
The attached map identified other properties (A-G) that were initially screened by the applicant
during the site selection process. The school system has a district in which they must remain so
that immediately sets a limit on how far out the applicant could search. Site G is the preferred
alternative and is the site proposed in the 401 application. Site G was chosen based on location,
ability to purchase the property, environmental permitting factors, cost to develop, and
infrastructure availability. The map clearly shows that Rains soil dominates this area. Rains
soils indicate a rather high probability of onsite wetlands, although not every site received
ground reconnaissance due to private property access constraints. Site G does not contain any
mapped Rains soils and appears to have the least amount of sensitive environmental areas based
on this screening. The preferred site also has been previously disturbed by agriculture activities,
whereas several of the other sites appear relatively undisturbed.
The applicant trusts that this information will be sufficient for the Division to continue the
review of the 401 application. The U.S. Army Corps of Engineers issued the Section 404 permit
on 16 December 2009 (Action ID 200900738) and I have included a copy with this submittal.
