The wastewater generated from this project will be transported via a new sanitary sewer gravity line and grinder pump to the existing sanitary sewer line on Monticello Road, which is managed by the Metropolitan Sewarage District (MSD) for Buncombe County. The Water Reclamation Facility (WRF) for MSD is located on Riverside Drive (HWY 251) in Woodfin, NC. The WRF is rated at 40 million gallons per day (MGD) capacity serving most of Buncombe County (Asheville, Biltmore Forest, Black Mountain, Montreat, Weaverville, Woodfin and part of northern Henderson County). Describe the overall project in detail, including the type of equipment to be used: The project purpose is to construct a commercial development consisting of retail, office, and warehouse space totaling 72,020 SF and associated parking infrastructure totaling 159 spaces. Impacts to UT to Garrison branch will consist of the placement of a 6” perforated French drain to temporarily convey incidental flow, to allow for the construction of earthen fill to support an even grade at the commercial development. The grading plan has been designed with a 10ft apron mid-slope on the proposed contour to improve stability and reduce the need for a retaining wall. Typical Construction equipment will be used. Please see the Attached Proposed Stream Impact Bulletin dated May 2020 (Figure 5), and the Project Plans in Attachment B. F. Supplementary Information 5. Endangered Species and Designated Critical Habitat (Corps Requirement) 5d. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? CEC Consulted the NCNHP Data Explorer, USFWS list of Federally protected species of Buncombe County, and USFWS Map of Northern Long Eared Bat Consultation Areas. The site is not within a HUC known to contain hibernation and maternity sites for the Northern Long Eared Bat. However, in a NCNHP review letter May 7, 2020, an Element Occurrence of the Northern Long-eared Bat (Myotis septentrionalis) is listed within one-mile radius of the Project Area. The Northern Long-eared Bat (NLEB) is listed as “Threatened” under the Endangered Species Act (ESA). This project qualifies for exemption under the 4(d)-rule concerning associated incidental “take,” which includes harming, harassing, or killing a listed species.
