SUBJECT: Section 401 Water Quality Certification for NCWRC Snow Hill Boating Access
Area, Greene County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the application
with regard to impacts of the project on fish and wildlife resources_ The project site is located at 801 Mill
Street adjacent to Contentnea Creek at the existing boating access area (BAA) in Snow Hill, NC. Our
comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat.
401, as amended; 16 U.S.C. 661 et. seq.) and the Clean Water Act of 1977, as amended, and Sections 401
and 404 of the Clean Water Act, as amended.
The applicant proposes to renovate the existing BAA by establishing a concrete ADA parking area and
small gravel parking addition, realigning and improving the entrance road, replacing the aged single ramp
with a new single ramp, and installing a floating courtesy dock and fixed fishing pier. Contentnea Creek
is classified C Sw NSW by the Environmental Management Commission, is subject to the NC Division of
Water Resource's Neuse Basin Rules and is designated an anadromous fish spawning area (AFSA) by the
NCWRC.
Staff have reviewed the proposal and do not believe the project will have significant impacts to wildlife
resources if conducted properly. To minimize impacts to aquatic resources, all in -water work should
adhere to a February 15 — June 30 moratorium. Sedimentation and erosion control measures should be
installed prior to the start of construction and maintained for the duration of the project implementation.
