As discussed on site, Mountain Creek, a regular culvert contractor for NC DOT, is continuing to violate NC DOT's 401 permit as well as the NCG01 construction stormwater permit. This specific contractor stores equipment refueling tanks on top of culverts and has been asked not to do it numerous times since 2016 when it was first observed on the Monroe Bypass. It has been observed in both Divisions 10 and 12. This continued practice is now being viewed as egregious and willful. Please ensure all inspectors in Division 10 are aware of this violation and are informed of it's serious nature so that it may be prevented instead of handled with official letters. Inspection comments for R-2530B will follow in a separate email. Regards, Donna Hood Donna Hood - Donna.
