I hope you are doing well. I am reviewing your PCN submittal for impacts we discussed at the
Elizabeth City Regional Airport. I have a couple of questions to complete my initial review of
the application:
1) Is Parrish and Partners, LLC. the responsible party for all the development on the project
site? Usually a permit is issued to a party/individual that owns the site and is solely
responsible for the activities that they are contracting services. In this case it looks like
the Airport Authority. If so I will need a point of contact and they should be the one
signing the application.
2) Within the application you indicated that you are requesting a Nationwide Permit 12 for
utilities. We did not discuss the installation of utilities requiring impacts to jurisdictional
waters or wetlands. Are there going to be utility impacts?
For your awareness, at present the Nationwide Permit 12 has been nationally
suspended and no permits requiring its usage are being issued.
