Explain the purpose of the proposed project:* Duke Energy is planning to construct a system to reroute epsting industrial stormwater flows in an area east of Pine Hall Road (PHR) to prevent future piped discharge into the BCSS Ash Basin. The project includes rerouting runoff from an estimated 19.4 acres portion of an epsting overall 33.5 acres watershed to an isolated nearby water body referred to as Charlie's Pond. Rerouting of piped stormwater to an ash basin shall be discontinued due to the federal CCR rule. 41. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: A hydrologic and hydraulic analysis of the pre -construction conditions and the post -construction conditions was complete for the proposed BC-159 design. This was done to provide a design that has sufficient capacity and stability to safely convey the design storm. Stringent erosion and sediment controls will be incorporated and maintained to be protective of water quality. This project primarily consists of trenching and pipeline installation, and all final grades are planned to match existing (except the discharge channel), thus no significant alterations to existing overland flows are anticipated. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Begin construction of the proposed discharge channel from the downstream end. Polyacrylamide (PAM) treatment in conjunction with wattles, filter socks, or silt fences are to be installed and moved upstream of the completed portions of the proposed discharge channel in order to minimize sediment discharged downstream into the stabilized channel. 2.
