The Johnston County 385 West Transmission Improvements project is a water line utility expansion effort that is necessary for the use and maintenance of a number of commercial facilities along US Business 70. The demand for water in the area is high and this project will increase the amount of water available for commercial and industrial uses and contribute to the local economy. Because the proposed work is for a water line utility, the project can be verified under NWP 12. This Purpose and Need statement provides general project information and a description of the design aspects utilized to reduce and eliminate wetland and stream impacts to the maximum extent practicable. The project site is located along the right-of-way of Gordon Road and Powhatan Road, as well as along the east side of US Business 70, in Wilson’s Mills, Johnston County, North Carolina. The review area consists primarily of existing maintained public right-of-way (ROW), driveways, roadside swales, some wooded areas as well as maintained lawns. The review area contains approximately 86 acres of ROW. A Jurisdictional Determination (JD) for the Johnston County 385 West Transmission Improvements review area has not been submitted to the ACOE at time of application; instead, a JD package has been included with this NWP verification. The wetland and stream delineation efforts resulted in the identification of four wetlands and three streams within the assessment area. These features are mapped on the wetland impact maps included. AVOIDANCE AND MINIMIZATION Project construction will result in 0.0815 acres of permanent wetland impacts and 0.0736 acres of temporary wetland impacts. The applicant has avoided wetland and stream impacts to the maximum extent practicable by proposing jack and bore crossings at all streams and wetlands. The main project impact of 0.08 acre is necessary to create an exit vault for the jack and bore at the roadside edge of feature W8. The impact occurs at the border of the wetland along the fill slope for the road, and due to the proximity of the road and the angle of the curve in the road McKim and Creed, Inc. 2 Johnston County 385 West Transmission Improvements F&R Project Number: 66X-0345 May 22, 2020 at this location, the exit vault impact is needed. No mitigation is required for these impacts as they are below the 1/10 acre threshold required for mitigation under NWP 12. These planning and design measures above have been undertaken to effectively reduce the amount of wetland and stream impacts to the greatest extent practicable in compliance with the general and regional requirements of NWP 12. LISTED SPECIES The US Fish and Wildlife Service’s iPaC results include seven species of interest. The species are listed below.  Red-cockaded Woodpecker (Picoides borealis)  Neuse River Waterdog (Necturus lewisi)  Carolina Madtom (Noturus furiosus)  Atlantic Pigtoe (Fusconaia masoni)  Dwarf Wedgemussel (Alasmidonta heterodon)  Yellow Lance (Elliptio lanceolata)  Michaux’s Sumac (Rhus michauxii) The Red-Cockaded Woodpecker (RCW) inhabits old growth stands of longleaf pine (Pinus palustrus). There are no stands of appropriate habitat in or adjacent to the assessment area so the RCW is not expected to be present or adversely affected by the project. The Carolina Madtom as well as the mussel species Atlantic Pigtoe, Dwarf Wedgemussel, and Yellow Lance inhabit well oxygenated, higher quality streams with continuous flow and are not anticipated to utilize the first order agricultural streams crossing the corridor for this project. With the exception of feature S9 (Little Poplar Creek), the streams in the corridor appear to often be stagnant, with intermittent, flashy flows, fine sediment deposition, and relatively low apparent dissolved oxygen. These conditions are not conducive to the habitat needs of the three mussel species of interest. Additionally, no stream impacts are proposed as part of this project, as the stream crossings will be constructed using jack and bore. With regard to Michaux’s Sumac, a portion of the site includes maintained ROW and agricultural land, which are potential habitat for this species. A pedestrian survey of the areas within the assessment area with potential habitat did not result in any observation of Michaux’s Sumac; therefore, the project is unlikely to adversely affect this species.
