Attached please find a copy of the draft report described above. This plan is a
requirement of the 401 Certification that was issued to PCS Phosphate on January 15,
2009. Our understanding is that the Corps of Engineers will be circulating this report to
the federal permitting and resource management agencies for their review. In addition,
the Corps will be establishing a Science Panel to assist in our review of this plan.
Please provide any written comments to me by Monday February 1, 2010 so we
can have them addressed by both the Science Panel and PCS Phosphate. If you have
