The North Carolina Department of Transportation (NCDOT) proposes to construct on new location an extension of NC 43 from NC 55 to US 17 in Craven County. Craven County falls under the jurisdiction of the Coastal Area Management Act (LAMA). The NCDOT is applying for a Clean Water Act (CWA) §404 Department of Army Permit, and a North Carolina CWA §401 Water Quality Certification. A Stormwater Application Form, the Project Scope Narrative, the project title sheet, and the authority to debit $420.00 for the permit application fee are included with this request. The purpose of the meeting was to review and solicit input on the preliminary corridors developed for the US 13 Improvement Project in Bertie and Hertford Counties. Input from the Merger Team received at the Alternative Screening Meeting will be used to adjust and eliminate preliminary corridors. A handout describing the project's status and history, the proposed facility type, descriptions of eight preliminary alternative corridors (including exhibits), a qualitative description of project area streams and wetlands, and a summary of potential impacts based on available GIS data was distributed prior to and at the meeting. In addition to the handout, large format exhibits of the land suitability mapping / preliminary corridors were displayed and a laptop and projector were used to zoom into areas of interest. Discussion Environmental Kim Gillespie opened the meeting with introductions and then turned the meeting over to Eddie McFalls to present the project history, the project's potential facility types (as described in the Strategic Highway Corridor Plan), the locations of Preliminary Alternative Corridors 1, 2, 5, 10, 11, 12, 16, and 18, and impact highlights. Following the presentation of the preliminary alternative corridors and impact highlights, the Merger Team discussed the following issues: ¦ Jay McInnis and Missy Dickens clarified that the Department was not seeking concurrence on Alternatives for Detailed Study (Concurrence Point 2) at the meeting. The agenda incorrectly showed the meeting as a Concurrence Point 2 (CP2) meeting rather than an Alternative Screening Meeting. Mr. McInnis noted the Department intended to add, adjust, or eliminate preliminary corridors based on agency comments in advance of a Citizens Informational Workshop. He also noted that a Concurrence Point 2 Meeting would be held at a later date, subsequent to the Citizens Informational Workshop. Gary Jordan of USFWS asked if the number of alternatives would be reduced. Mr. McInnis responded that the Department would like to reduce the number of alternatives if the agencies were amenable to it. 2 ¦ Chris Militscher of EPA asked whether or not all of the alternative corridors, based on their different termini, their relative location to Ahoskie (east or west of town), and their design speeds would all meet the project's purpose and need. Mr. McFalls noted that Alternative Corridor 11, which improves existing US 13 through Ahoskie, with a lower design speed (50 mph instead of 70 mph), would not provide the same type of facility and may not meet the economic development and regional traffic components of the project's purpose and need. Mr. McFalls also noted that based on a traffic forecast done in 2001, volumes on west-side and east-side corridors were not significantly different. Mr. Militscher was trying to ensure that choosing either an eastern or western corridor over the other would not create changes in traffic patterns that would result in problem areas or the need for additional projects or connections. ¦ Mr. Militscher asked about the cross-street connection that potentially impacts the Newsome Hall House, which is eligible for the National Register. Alternative Corridors 12 and 16 include portions of the cross street in this area to. provide for a potential grade- separation to carry SR 1131 (Hall Road) over existing US 13. ¦ Mr. McFalls noted that during the preparation of the earlier Environmental Assessment for the project, USFWS asked the Department to consider tying the eastern new location alternatives into existing NC 11 to avoid having three parallel routes in close proximity (NC 11, Existing US 13, and an eastern new location alternative for US 13). After the meeting handouts were distributed, Alternative Corridors 2A, 5A, and 10A were added to include this potential variation. Alternative Corridors 2A, 5A, and 10A all follow Alternative Corridors 2, 5, and 10 from the beginning of the project to just south of SR 1411 (Brinkleyville Road) and from SR 1408 (Hall Road) to US 158. Between SR 1411 and SR 1408, Alternative Corridors 2A, 5A, and 10A follow SR 1213 (Old Highway 11) to NC 11 and follow SR 1212 (Short Cut Road) across existing US 13. The "A" segments will be studied in addition to the original alignments of Alternative Corridors 2, 5, and 10. Impacts to CREWS-designated wetlands increase along the "A" segments over the impacts associated with the original, respective corridors. ¦ Next, a comparison of impacts between widening existing US 13 between SR 1212 and SR 1407 (Blue Foot Road) / NC 461 and construction on new location in this area was presented and discussed. Mr. McInnis and Mr. McFalls noted that widening existing US 13 in this location results in 64 more residential relocations, and the relocation of one more business, one more church, and three more cemeteries than the new location alternatives in this area. In addition, widening existing US 13 within these limits would potentially impact an historic site (Pleasant Plains School is eligible for listing in the National Register of Historic Places). The new location alternative in this segment impacts 50 more acres of hydric soils and 8 acres more CREWS-designated wetlands than widening existing US 13. Mr. McInnis suggested eliminating the alternative that 3 widened existing US 13 between SR 1212 and SR 1407 / NC 461. Following some discussion, the Merger Team agreed to drop widening existing US 13 between SR 1212 and SR 1407 / NC 461. ¦ Mr. Jordan asked if Alternative Corridor 11 could be modified so that it did not follow existing US 13 between SR 1212 and SR 1407 / NC 461. Mr. McFalls said that Alternative Corridor 11 could be modified. ¦ Cathy Brittingham asked whether or not the latest CAMA Land Use Plan had been reviewed. Mr. McFalls noted that the 1998 plan had been reviewed, but the updated plan would be reviewed prior to CP2. ¦ Mr. Militscher suggested dropping Alternative Corridor 11 because it does not fully meet the project's purpose and need. He asked how Alternative Corridor 11 promotes economic development when it divides the town, has high numbers of residential and business relocations, and provides a lower type of roadway facility. He felt the lower type of roadway facility with a sharp turn / curve in town also defeats the regional traffic / infrastructure portion of the purpose and need. Alternative Corridor 11 may also require a Section 4(f) Evaluation due to potential impacts to properties and districts either listed in or eligible for listing in the National Register of Historic Places. John Hennessy agreed that Alternative Corridor 11 should be. dropped on the basis of impacts to the town, but not because the alternative does not meet purpose and need. The merger team agreed Alternative Corridor 11 should be eliminated from consideration. ¦ Mr. Hennessy asked about the historic impacts shown for Alternative Corridors 12 and 16. Mr. McFalls noted those impacts are potential impacts to the Newsome Hall House. He noted the impacts are associated with the potential realignment / grade separation of SR 1131 over the new roadway. The need to acquire right of way from this property may be eliminated, but there still may be a visual impact. Mr. McFalls also noted that detailed historic surveys had not been conducted on the west side of town. ¦ Mr. Hennessy asked about the local officials' and public's opinion of the alternatives. It was noted that a Local Officials Meeting and Citizens Informational Workshop will be held to gather input on the new alternative corridors. Some coordination with local officials was conducted during the purpose and need phase of the project, but neither the public nor local officials have seen the current preliminary alternative corridors. ¦ Mr. Jordan asked about the Significant Aquatic Endangered Species Habitat layer shown in the handout. Mr. McFalls noted that the layer was obtained from BasinPro data. Travis Wilson noted that the layer was not a NCWRC layer as cited in the handout. Mr. 4 McFalls noted that the layer was not used extensively in preparing alternative corridors. The habitat refers to that of Federal Species of Concern and State-listed Species. ¦ At the Merger Team's request, the Department agreed to modify Alternative Corridor 18 at its north end. Alternative Corridor 18 tied into existing US 13 south of NC 461 / SR 1407 and would impact the Pleasant Plains and California communities. The corridor will be realigned to tie into the new location alignment in this area common to Alternative Corridors 2, 5, 10, 12, and 16. Because Alternative Corridor 18 follows existing secondary roads with adjacent development, the degree of access control that would be obtained along the route may be less than that obtained for the other new location alternatives. The reduced degree of access control would help the Department maintain access to adjacent communities. ¦ The Merger Team discussed dropping Alternative Corridor 16. This corridor impacts a large area of CREWS-designated wetlands and has high stream impacts. The alternative corridor is longer than Alternative Corridor 12 because it passes on the south and west sides of the spray fields associated with the Town of Ahoskie's Wastewater Treatment Plant. ¦ Alternative Corridor 12 has a high area of CREWS-designated wetland impacts. However, many of these impacts are associated with larger streams in the area (Ahoskie Creek, Stony Creek). Therefore, bridging (to be discussed at a later date) may help to minimize some of these impacts. Alternative Corridor 12 also impacts the former Jernigan Airport site and a home along NC 42, both of which will need to be assessed to determine whether or not they are eligible for the National Register of Historic Places. The consensus of the Merger Team was to drop Alternative Corridor 16 and retain Alternative Corridor 12. However, Alternative Corridor 16 will be shown at the upcoming Local Officials Meeting to ensure that the locals agree with its elimination. The Merger Team asked the Department to verify whether or not the town's spray fields are anticipated to be expanded and if any potential expansions are impacted by either Alternative Corridors 12 or 16. ¦ Mr. McInnis noted the western new location alternatives tie into and share a common alignment with NC 11. Therefore, any improvements made by the US 13 project would also serve to improve the NC 11 to US 13 corridor which is designated as a future freeway by Transportation Planning's Strategic Highway Corridor Plan. ¦ The merger team discussed merging Alternative Corridors 1, 2, 5 and 10 into a common corridor in the vicinity of NC 561 to simplify discussion and exhibits for future Merger and public meetings. 5 ¦ Ms. Dickens noted that in order to assess the potential for environmental justice and other community impacts, the Department should coordinate with local officials and conduct community characteristics studies. The purpose of this workshop is for NCDOT representatives to provide information, answer questions, and accept written comments regarding this project. The opportunity to submit written comments or questions will also be provided. Interested citizens may attend at anytime during the above mentioned hours. NCDOT proposes to improve 1-485 by adding additional travel lanes within the existing median between US 521 (Johnston Rd) interchange and 1-77 interchange, south of Charlotte. The purpose of the proposed project is to reduce congestion along this segment and improve safety.
