Good Morning Garcy,
As a follow-up to the office voicemail I just left you, I wanted to forward the previous email correspondence regarding
the project at Elizabeth City Regional Airport. The electronic USACE/DWR PCN form was submitted on April 29, 2020,
and issued ID number 20200581.

I indicated to Kyle Barnes that you had previously determined that DWR will not be claiming this as a stream for
permitting purposes. He asked me to verify that this would be a "non -reporting" action for DWR. He has requested a
minor edit to the PCN and if it is non -reporting for DWR, I will make the change on a pdf rather than resubmitting
electronically.

Kim,
After review, I believe this to be a dug man made feature and not a modified natural stream. Therefore, DWR will
not be claiming this as a stream for permitting purposes. However, the Corps may claim this feature as jurisdictional
waters and after discussions with them it is likely they have made a call on it in the past. I'm cc'ing them so they can
provide any information that may be useful.
