1. K. Engineering Calculations
"Provide signed, sealed, and dated Engineering Calculations showing that the facility will
meet effluent standards listed in Attachment A of the existing permit with the removal of
the membrane filters from the treatment works."
Response: Since Hurricane Florence (September 2018), the facility has been meeting
effluent standards listed in Attachment A of the existing permit without the membrane
filters. Refer to the attached TSS and flow / loading data. A rental disc filter is temporarily
installed upstream of the existing disc filters, membrane filters and UV disinfection system.
The flow has been temporarily bypassing all these components due to impacts from
Hurricane Florence. Therefore, based on the effluent TSS numbers achieved without the

membrane filters online, and at a significantly higher hydraulic loading than the existing
discfilters are designed for (9.25 gpm/ft2 at max. daily flow versus 0.48 gpm/ft2 at max. daily
flow each), once the rental disc filter is taken offline and the existing disc filters return to
service, it is expected that the plant will continue to meet effluent standards without the use
of the membrane filters as has been demonstrated since September 2018.
2. N. Operation & Maintenance Plan
"Provide a revised Operation and Maintenance Plan that includes the required operation
and maintenance of the new open -vessel UV system rather than the closed -vessel system or
state that a final O&M plan will be submitted with the Engineering Certification."
Response: A final O&M manual and plan will be submitted upon contractor final
submittals and approval by the Engineer.
3. P. Additional Documentation - Existing Permit:
1. Please provide the following schedules from the current permit issuance:
i. Prior to operation of the reclaimed water bulk distribution system, the Permittee shall
submit documentation of a bulk reclaimed water education program in accordance
with 15A NCAC 02U .0501(a)(3), .0501(b)(4), and .0601(d).
Response: Please note that currently there has been no operation of the reclaimed water
bulk distribution system. In accordance with 15A NCAC 02U .0501(a)(3), .0501(b)(4),
and .0601(d) prior to the reclaimed water bulk distribution being placed in operation,
ONWASA will submit documentation to NCDEQ of a bulk reclaimed water education
program.
2. The inspection report prepared from the Wilmington Regional Office explained that the
groundwater lowering system has not had water present for sampling as required by
PPI 002 in the current permit issuance. Provide an explanation on how the groundwater
lowering system is operated and how sampling is performed for PPI 002 at this facility.
Response: The groundwater lowering system is a pumped system and is controlled
through a float system. This pumped groundwater's flow is measured through a flow
meter, and the flow through this system is sporadic and at times nonexistent. One
month exceeded an average daily flow in excess of 10,000 gallons per day and this was
during hurricane impacted month. We would propose that the sampling of PPI 002 be

dropped from the permit and utilize the sampling from the monitoring wells (MW-1,
MW-2, MW-3, and MW-4) as an indicator for the impact to the groundwater.

Recent market conditions have resulted in exceptionally volatile prices for materials. This means
that the cost used for developing the prices in this qucatation are subject to escalaltion. As a
result of the recent tariffs, it has become necessary for Evoqua to pass along any excalation
in the cost of materials affected by recent tarriffs.
Delivery:
Submittals: 4-6 weeks from mutually agreed upon and signed contract for submittal delivery.
Equipment: 16-18 weeks from approved submittals for equipment delivery.
The scope of supply and pricing are based on Evoqua's standard equipment selection, standard terms of
sale and warranty terms. Any variations from these standards may affect this budgetary quotation.
