He will take the lead. Given that I issued our approval, depending on how the corps proceeds, that may affect our approval. Mitigation cost are pretty expensive. The existing culvert may be considered, one of those "it depends". The re -alignment you suggested would create a radius that is too small, unfortunately. Is it typical to combine the impacts like this? One thing I noticed is that there is an existing pipe that is at the end of this "stream". This new project could place the current approval for Cornelius Woods (issued by DWR as a Nationwide Permit) under an IP. The old and new impacts will push the impacts over 300 ft of stream. It may be prudent to see if the new road can be adjusted to minimize impacts further. Mitigation cost (more than the 17 ft shown on the application) will probably be required. See illustration below.
