It is my understanding that the North Carolina Turnpike Authority previously received
approvals from the North Carolina Ecosystem Enhancement Program to accept
payment for impacts in accordance with the Memorandum of Understanding between
the North Carolina Department of Environment and Natural Resources and United
States Army Corps of Engineers dated November 4, 1998.
The purpose of this letter is to notify you of the North Carolina Department of
Transportation's (NCDOT) recent decision to allow the North Carolina Ecosystem
Enhancement Program (EEP) to provide compensatory mitigation for the impacts
associated with the Western Wake Freeway (R-2635) and Triangle Parkway
(U-4763B) projects in accordance with the Memorandum of Agreement among North
Carolina Department of Environment and Natural Resources, North Carolina
Department of Transportation and United States Army Corps of Engineers dated
July 22, 2003, as amended in June 2004 and March 2007. The funding for this
mitigation has been previously provided by NCDOT.
The North Carolina Turnpike Authority is notifying the Army Corps of Engineers and the
Department of Environment and Natural Resources-Division of Water Quality of this
change in how EEP will administer the mitigation for these projects and will request their
agreement regarding this change.
