Dear Ms. Sullins,
The North Carolina Department of Transportation (NCDOT) Rail Division is undertaking an
Environmental Assessment (EA) of the Charlotte Railroad Improvement and Safety Program (CRISP).
The NS Mainline Track Improvements Project includes the track improvements necessary to return
passenger rail service to Charlotte Center City and to introduce high speed passenger rail service to
Charlotte. The project's limits extend along the Norfolk Southern (NS) railroad from NS's Charlotte
Junction (Milepost 381.5 - west of Morris Field Drive) to Eastway Drive. Figure 1 is a project location
map and Figure 2 shows the project study area.
The Federally-funded EA for this project is being prepared in accordance with the National
Environmental Policy Act (NEPA) and the North Carolina Environmental Policy Act. The Federal
Highway Administration (FHWA) is the lead federal agency.
In an effort to expedite the environmental clearance process, we are asking you to provide any
information you might have that would helpful in evaluating the potential environmental impacts of this
project. If applicable, please also identify any permits or approvals that may be required by your agency.
We ask that you please respond in writing by July 6, 2009.
