Enclosed are five copies of a Pre-Construction Notification (PCN) Permit Application Package for the City of
Raleigh 2010 Sanitary Sewer Improvements at Various Locations project. For your review we have enclosed the
following:
Five copies of the PCN Application Form
Five copies of the Stream and Buffer Impacted Areas Drawing
Five copies of USGS Map and Soils Map
Only Buffer Rule approval is sought (no application fee is included).
The project titled "2010 Sanitary Sewer Improvements at Various Locations" comprises sanitary sewer
improvements at seven sites. Two of the seven sites create no stream or buffer impacts and are not mentioned in
this PCN permit application.
The five sites described in this permit application result in approximately 6,223 square feet of Zone 1 buffer
impact, of which 5,189 square feet are allowable and 1,034 square feet (at the Leafcrest and Sutton sites) are
allowable with mitigation. The five sites also result in approximately 8,757 square feet of allowable Zone 2
buffer impact.
Work at one of the five sites (Leafcrest) will eliminate approximately 9,906 square feet of Zone 1 buffer impact.
The City proposes the relocation of the Leafcrest sanitary sewer as permanent in-kind mitigation for the proposed
1,034 square feet of Zone 1 impact at the Leafcrest and Sutton sites. The enclosed information documents and
describes the anticipated impacts.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Oakland/Capital/Ileagnes - Existing 8"-10" sanitary sewer aerial over stream that is deteriorating and becoming unstable due
to eroding soils
Leafcrest - Existing 18" sanitary sewer main that is exposed in the streambed
Sutton - Existing sanitary sewer main underneath 1-540 that has sags in the line causing Sanitary Sewer Overflows

There are no known wetlands on any of the sites.

3d. Explain the purpose of the proposed project:
Oakland/Capital - To replace to existing sanitary aerial crossings that are showing potential signs of failure
Ileagnes - Replace existing sanitary sewer main that does not meet current state and City standards. This will aid in
preventing backflow problems in a nearby apartment complex.
Leafcrest - Relocate the existing sanitary sewer out of the stream bed
Sutton - Relocate the existing sanitary sewer line that is sagging underneath 1-540
3e. Describe the overall project in detail, including the type of equipment to be used:
Oakland - Construction activity will consist of replacing approximately 60 LF of an existing 8" sanitary sewer main and aerial
crossing.
Capital - Construction activity will consist of replacing approximately 85 LF of an existing 8" sanitary sewer main and aerial
crossing.
Ileagnes - Construction activity will consist of replacing approximately 300 LF of an existing 10" sanitary sewer main and
aerial crossing.
At each of these three sites, erosion control devices will be installed, the limits of the work area will be cleared, the existing
aerial and sanitary sewer will be removed, new concrete aerial supports will be installed, new sanitary sewer will be installed
by open-cut, and the land surface will be stabilized. Conventional construction equipment (hydraulic excavators and/or
bulldozers) will be used.
Leafcrest - Construction activity will consist of replacing approximately 640 LF of an existing sanitary 18" sewer main. Erosion
control devices will be installed, the limits of the work area will be cleared, a new "doghouse" manhole will be installed on the
upstream side of the project, new sanitary sewer will be installed by open-cut on the downstream side of the "doghouse"
manhole, a temporary coffer dam and "pump-around" will be installed in order to install a new, encased sanitary sewer stream
crossing by open-cut. After completion of the work the land surface will be stabilized. Conventional construction equipment
(hydraulic excavators and/or bulldozers) will be used.
Sutton - Construction activity will consist of relocating approximately 760 LF of an existing 8" sanitary sewer main.
Approximately 600 LF of the total 760 LF of the project will be installed via bore-and-jack method. Erosion control devices will
be installed, the limits of the work area will be cleared, bore pits will be excavated, a portion of the new sanitary sewer will be
installed by open-cut and a portion of the new sanitary sewer will be installed by bore-and-jack. After completion of the work
the land surface will be stabilized. Conventional construction equipment (hydraulic excavators and/or bulldozers) and boring
equipment will be used.

The replacement has been designed to disturb the minimal amount of area required to install the line. The area will be
returned to existing grade once the sanitary sewer is installed. The disturbed buffers will be re-vegetated with a buffer
seed mix based on recommendations in the Ecosystem Enhancement Guidelines for Riparian Buffer Restoration.
