Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The North Carolina Department of Transportation (NCDOT), Division 14, proposes to increase vehicular travel lane widths and improve pedestrian and bicycle connectivity along SR 1783 (N. Highland Lake Road) from NC 225 (Greenville Highway) to just west of US 176 (Spartanburg Highway) in Henderson County, a length of appropmately one mile (refer to Figure 1). The proposed project is included in NCDOT's 2018-2027 Transportation Improvement Program (TIP) as U-5887. 4b. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Proposed improvements involve an asymmetrical widening of the roadway footprint to include bicycle and pedestrian accommodations. A two-lane section with 11-foot travel lanes with varying 10-foot multi -use paths and five-foot sidewalks will be provided from INC 225 to south of the Blue Ridge Railroad. From south of the Blue Ridge Southern Railroad to US 176, a two-lane section with 14-foot outside wide lanes to accommodate bicycles will be provided with five-foot sidewalks on both sides of the road. It is anticipated that a small number of drainage inlets would be added along N. Highland Lake Road and upgrading a culvert on King Creek and a cross pipe on Dye Branch. 4j.
