NOTICE OF A PUBLIC MEETING ON PROPOSED TRANSPORTATION IMPROVEMENTS
TO CONNELLY SPRINGS ROAD (SR 1001)

The North Carolina Department of Transportation (NCDOT) will hold a Public Meeting
with an Open House session on May 8, 2007 in the Whitnel Elementary School Cafeteria, 116
Hibriten Drive SW, Lenior, 28645.
Department of Transportation representatives will be available during the Open House
session between the hours of 4:30 p.m. and 6:30 p.m. to answer questions and receive
comments relative to the proposed project. The opportunity to submit written comments or
questions will also be provided. Interested citizens may attend at any time during the above
mentioned hours.
A formal presentation will begin at 7:00 p.m. The presentation will consist of an
explanation of the proposed location, design, right of way and relocation requirements and
procedures. The meeting will be open to those present for statements, questions and/or
comments. A transcription of the presentation and comments will be taken.
The purpose of this meeting is to present information, answer questions, and receive
comments regarding the proposed design modifications to this project. NCDOT proposes to
widen Connelly Springs Road (SR 1001) from Norwood Street (US 321 A) to Starcross Road
(SR 1712) east of US 321 and also create an interchange at US 321 on new location with full
controlled access. Connelly Springs Road (SR 1001) is proposed to become a four-lane
median divided roadway with curb & gutter. Norwood Street (US 321A) will also be widened
from Connelly Springs Road (SR 1959) to Connelly Springs Road (SR 1001). An additional
lane is proposed along Norwood Street (US 321A). The project is about 1 mile long. Additional
right of way will be required to accommodate the proposed improvements.
A map setting forth the location and design of the project are available for public review
at the Caldwell County Government Building, 905 West Avenue NW, Lenior, 28645; Lenior
Planning Department, Lenior Town Hall 3`d Floor, 801 West Avenue, Lenior, 28645; Western
Piedmont Council of Governments (WPCOG), Greater Hickory Metropolitan Planning
Organization, 736 4th Street SW, Hickory, 28602; and at the NCDOT County Maintenance Yard
located at 500 Pleasant Hill Road, Lenoir, 28645. The map may be viewed online at

North Carolina Department of Transportation (NCDOT) is requesting comments from.the
North Carolina Wildlife Resources Commission (NCWRC) regarding impacts to fish and
wildlife resources resulting from the subject project. Staff biologists have reviewed the
information provided and have the following preliminary comments. These comments are
provided in accordance with the provisions of the National Environmental Policy Act (42 U.S.C.
4332(2)(c)) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C.
661-667d).
The NCDOT proposes to widen Hibriten Drive to a 5-lane facility, part on new location,
which includes the construction of an interchange. The project length is approximately 1.6
miles. It appears that the Gunpowder Creek drainage will be impacted.
The NCWRC has no specific concerns at this time regarding this project. However, to
help facilitate document preparation and the review process, our general information needs are
outlined below:
Description of fishery and wildlife resources within the project area, including a listing of
federally or state designated threatened, endangered, or special concern species. Potential
borrow areas to be used for project construction should be included in the inventories. A
listing of designated plant species can be developed through consultation with the
following programs:

2. Description of any streams or wetlands affected by the project. If applicable, include the
linear feet of stream that will be channelized or relocated.
3. Cover type maps showing wetland acreage impacted by the project. Wetland acreage
should include all project-related areas that may undergo hydrologic change as a result of
ditching, other drainage, or filling for project construction. Wetland identification may
be accomplished through coordination with the U. S. Army Corps of Engineers
(USACE). If the USACE is not consulted, the person delineating wetlands should be
identified and criteria listed.
4. Cover type maps showing acreage of upland wildlife habitat impacted by the proposed
project. Potential borrow sites and waste areas should be included.
5.. Show the extent to which the project will result in loss, degradation, or fragmentation of
wildlife habitat (wetlands or uplands).
6. Include the mitigation plan for avoiding, minimizing or compensating for direct and
indirect degradation in habitat quality as well as quantitative losses.
7. Address the overall environmental effects of the project construction and quantify the
contribution of this individual project to environmental degradation.
8. Provide a discussion of the probable impacts on natural resources, which will result from
secondary development, facilitated by the improved road access.
9. If construction of this facility is to be coordinated with other state, municipal, or private
development projects, a description of these projects should be included in the
environmental document, and all project sponsors should be identified.

In reply to your correspondence dated February 19, 2004 (received February 25, 2004) in which you
requested continents for the referenced project, preliminary analysis of the project indicates that
Gunpowder Creek (index number 11-55, class WS-N) in Hydrologic Unit 030832 will be impacted.
The project consists of widening Hibriten Drive to a five-lane facility, partially on new location. This
project will include the construction of an interchange with US 321. Total project length is 1.6 miles.
The NC Division of Water Quality has the following comments:
Environmental Documentation
LI The environmental documentation pertaining to this project should provide a detailed and itemized
presentation of the proposed impacts, to wetlands and streams with corresponding mapping -There
should be a discussion on mitigation plans for unavoidable impacts. If mitigation is required, itis
preferable to present, a conceptual. (if not fmalized) mitigation plan with the environmental l=:;
documentation. While the NCDWQ realizes that this may not always be practical, it should be noted
that for projects requiring mitigation, appropriate mitigation plans will be required prior to issuance of
a §401 Water Quality Certification.
2. DWQ recommends that the environmental document include a detailed and itemized presentation of
the proposed project's impacts to wetlands and streams with corresponding mapping as well as the
cumulative and secondary impacts anticipated as a result of this project.
3. DWQ is aware that Gunpowder Creek (11-55) will be impacted at another location with the
construction of R-3430 (SR 1001 Connelly Springs Road improvements). DWQ has cumulative
impact concerns.
Design & Construction
1. In addition to the current NPDES stormwater permitting, DWQ is developing a permitting and
program strategy to address the EPA proposed Phase II stormwater permitting program requirements.
The Phase II program will be directed towards smaller municipalities and construction sites. Phase II
could potentially bring an additional 60 cities and 24 counties statewide into the NPDES permitting
process. At present, Phase II requirements will be handled with existing state staff. The proposed
rules were published in November 1999. About 20 local and four county governments within the
Catawba River basin will fall within the Phase II requirements. For more information on the State

2. The project shall incorporate the requirements for WS-IV Waters as specified in 15A NCAC 2B
.0215 (i.e:, stormwater management, sedimentation and erosion control, and buffers).
3. The DWQ requests that DOT strictly adhere to Best Management Practices for Construction and
Maintenance Activities (NCDOT, August 2003) throughout design and construction of the project.
4. Hydraulic design plans should design runoff to be directed to buffer areas, retention basins, or other
site-appropriate means rather than routed directly into streams.
5. Sediment and erosion control measures should not be placed in wetlands. Sediment should be
removed from any water pumped from behind a cofferdam before the water is returned to the stream.
6. Do not use any machinery in the stream channels unless absolutely necessary. Additionally, do not
remove vegetation from the stream bank unless it is absolutely necessary. Especially avoid removing
large trees and undercut banks. If large, undercut trees must be removed, then cut the trunks and
leave the stumps and root systems in place to minimize damage to stream banks.
7. Borrow/waste areas should not be located in wetlands. It is likely that compensatory mitigation will
be required if wetlands are impacted by waste or borrow.
Wetland and stream impacts should be avoided to the maximum extent practical. If this is not
possible, alternatives that minimize wetland impacts should be chosen. In accordance with the
NCDWQ Wetlands Rules 115A NCAC 2H.0506(b)(6)), mitigation will be required for impacts of
greater than 150 linear feet to any single perennial stream. In the event that mitigation becomes
required, the mitigation plan should be designed to replace appropriate lost functions and values. In
accordance with the NCDWQ Wetlands Rules { 15A NCAC 2H.0506 (h)(3) }, the Wetland
Restoration Program may be available for use as stream mitigation.
9. Qualified personnel should perform onsite wetland delineations prior to permit approval. ,
10. DWQ prefers the use of bridges, particularly in higher quality waters (i.e. trout streams, water supply
watersheds, high quality and outstanding resource waters).
Thank you for requesting our input at this time. The DOT is reminded that issuance of a 401 Water
Quality Certification requires that appropriate measures be instituted to ensure that mater quality
standards are met and designated uses are not degraded or lost. If you have any questions or require
