The proposed driveway will be used by all the existing lots and will be constructed using geotextile fabric and #57 stone to limit the amount of impervious surfaces on the properties. A 3' by 360' long wood walkway will be re -constructed along the existing bulkhead and additional wood walkways from each residence will provide access to the existing piers and boat slips. The 360' long walkway along the bulkhead was destroyed by hurricanes over several years, therefore the North Carolina Division of Coastal Management has requested the walkway be included in the updated permit process. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.* The proposed houses and open decks have been limited to impacts within Zone 2 only. Any impacts in zone 1 are for wood slatted walkways that will provide access to the e)asting piers and boat slips. The eAsting driveway will be shared with the adjacent properties and the new driveway construction is designed to use pervious materials to minimize surface runoff. Each house is designed with gutters directed to cisterns for irrigation and grey water use in houses. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.* W The houses and decks will be constructed on pilings, therefore grading and land disturbance will be temporary during the construction phase. Gutters will be installed on all houses to collect roof runoff and directed to cisterns that will be used for irrigation and grey water use in the houses. The walkways and open decks will be a wood open slatted construction. The new driveway areas will be constructed using geotextile fabric and #57 stone to eliminate or minimize impervious surfaces. In addition, the runoff from the driveway will directed towards the vegetated side yards for additional treatment. 2. Buffer Mitigation 2a. Staff review of the plans and specifications has determined that the pro11'ect, as proposed, will co with the Stormwater Regulations set forth in Session Law 2008-211 and Title 15A NCAC 2H.1000. We are forwarding Permit No. SW7130404, dated May 8, 2013, for the construction of the subject project. This permit shall be effective from the date of issuance until rescinded and shall be subject to the conditions and limitations as specified therein, and does not supercede any other agency permit that may be required.
