Present during the inspection were Steve Soots with Caldwell County Schools, Jerry Younce with Water Tech Labs and Dan Boss with Division of Water Resources. The facility appeared to be in compliance with permit NCG551628. However, there was discussion of the need for professional visitation to this system for monitoring and operational requirements. It has since been noted that Caldwell County will continue the services for these requirements with Water Tech Labs. Some pooling was noted on the sand bed. We discussed options to disperse the water more evenly through the distribution lines and therefore the sand filter. The septic tank was pumped in 2014. It needs to be scheduled for a pumping in 2017 or the solids level needs to be evaluated to determine if pumping can be extended. This system is likely to have higher operation and maintenance demands. We discussed Caldwell County Schools employing Jerry Younce to visit the facility weekly to keep up with operational, maintenance and monitoring items. Since the inspection Steve Soots has been in contact with the inspector and shared the staffs alterations to the distribution lines to improve.the dispersion of flows over more area of the sand filter. He also confirmed that Water Tech Labs, Jerry Younce, will be visiting the facility. Note: This facility was previously permitted under NC0041157. There were items that needed attention which the school system has taken care of to date or will complete during the summer break. In 2005&2006 there were two non -compliant inspections; inspections since have been compliant. One limits violation (flow) was noted in 2010; otherwise violations were related to monitoring violations (frequency). PART IV - EVALUATION AND RECOMMENDATIONS ARO recommends issuance of NCG551628. Given the reduced flows, having this facility operate under a NCG55 permit should suffice. The pump station onsite can be decommissioned but shall remain in place in case it is needed in the future. It is the Gateway school BI it goes back to the 70's. Y Ms say Anyhow, I just did an inspection at this school. It has 50 students, no kitchen and discharges to a sandfilter system. They appear to be at —1,000 GPD according the DMRs, which is via the water meter so there could be some discrepancy (and I am leaning towards less than 1,000 GPD). This system was built with a discharge pipe to the adjacent stream, as one would expect. However, they now have a pump station and force main carrying their effluent a mile +/- to another stream. I would like to see this discharge go back to the adjacent stream and do away with the pump station (PS). The PS is an expense and I believe an unnecessary burden. I looked in my file and there is no info as to why this system went from a direct discharge to a pump station discharge. Myself and the school staff believe there may have been an increase at one time in flow so they had to go to the other stream, but we are unsure. Regardless they do not need a 0.004 MGD flow. I do not know how to do the 7Q10 flow determination on the watershed and all that is involved in determining how to get these folks back to the original stream. The old location was to a zero -flow stream; the outfall was relocated (in 1991) to a stream with Positive flow to eliminate instrearn sampling requirements. I've attached the 1991 wasteload allocation for reference. The permitted flow was originally 0.003 MGD in 1978. The flow was expanded to 0.004 MGD in 1984 and hasn't changed since then. If You're confident that the average flow is <1000 GPD, the school might consider switching to coverage under NCG550000. They have the other necessary components in place. It would save the school $760/year on their annual fee and eliminate monthly DMR requirements, etc. I've attached a copy of NCG550000 for you [and for them] to revie w. It would be the simplest solution. It would also eliminate the need for the pump station — they could resume discharge at the old location. Have a look and let me know how you want to proceed.
