1. Per Condition 11. 9 of GC 4134, all work must be done in the dry. Please provide additional details regarding how
stream flowwill be diverted during proposed construction and enhancement activities. [15A NCAC 02H .0506(b)(3)
and (c)(3)]
Response: Due to the large volume of flow in the Davidson River at this location in the watershed, working in the
dry will not be feasible. Work is planned for early August during typical low flow. Stream flow will be diverted
away from the stream channel disturbance by creating temporary diversion berms from in -stream cobble
substrate. Thereby, the majority of the flow shall be diverted around work areas.
2. Please provide additional clarification on how construction equipment will access the project area and identify
these locations and any associated jurisdictional impacts on the proposed site plan. [15A NCAC 02H .0502(c)]
Response: A medium sized trackhoe shall be the only vehicle accessing the river. Each log vane structure is
anticipated to take a day to construct, thus time in the river will be relatively short. I have attached an access plan
with a typical design. Two locations are planned to access the river for construction of the two vanes and
revetment, although the majority of the work on the revetment will occur from the bank. These access points
would add up to about 100 feet of stream bank excavation that I had not accounted for in the PCN application
when I had planned a single non -constructed access at the lower end of the project. Since then the NC WRC has
asked for minimizing the tracking of the equipment along the reach. As a result, these two access points are
proposed to get in and out of the river most efficiently.

On April 9, 2020, the Division of Water Resources (Division) received your application requesting a 401 Water Quality
Certification from the Division for the subject project. The Division has determined that your application is incomplete
and cannot be processed. The application is on hold until the following items are addressed:

consideration of the application. If all of the requested information is not received, the Division will be unable to approve
the application and it will be returned.
