Your letter also addressed the potential for bald eagle (Haliaeetus leucocephalus) nesting. The site survey work was conducted on 27-28 March 2020 by Ecologist, Jan Gay. Mr. Gay has more than 28 years of professional experience in natural resource work, and has direct experience with the both target species, including identification of previously unknown populations of DFHL which extended the known range of the species by more than 11 miles. The Castle Bridge site covers approximately 435 acres in Caldwell County. The site has been subjected to intensive forest practices, which has severely impacted the site. The majority of the site is currently vegetated with loblolly pine, with scattered areas containing red maple, American beech, American holly, and mountain laurel. Dwarf-flowered Heartleaf Habitat for DFHL is listed as “acidic soils along bluffs and adjacent slopes, in boggy areas next to streams and creek heads, and along the slopes of nearby hillsides and ravines” (https://www.fws.gov/raleigh/species/es_dwarf-flowered_heartleaf.html). A jurisdictional delineation effort was conducted on this site in 2019. This effort identified 5 stream reaches and several wetland areas within the study area. All wetland areas are being avoided. Stream impacts area very limited, with 3 crossings deemed necessary to access the property. Two of the proposed channel crossings are in new locations, and the third crossing involves the extension of an existing culvert. All areas of potentially suitable habitat facing potential impact were evaluated. For this site, the potential for impact is limited to the proposed roadways. The stream channels and adjacent hill sides were reviewed at each proposed road crossing, as well as upstream and downstream of the proposed impact site for a distance of 100 feet. Additionally, surveys were conducted in and around the headwater wetland areas within the site. Although these areas will not be impacted, the evaluation was conducted. No individuals of the target species, dwarf-flowered heartleaf, was observed within any areas reviewed on the property. Bald Eagle Bald eagle nesting habitat typically consists of a large tree with limbs strong enough to support the large nest, in close proximity to open water. No nest sites have been identified within the study area. No known nest sites have been identified within 0.5 mile of the study area. If either of these situations change, we will immediately notify the Service, and proceed accordingly. Summary Potentially suitable habitat for the federally Threatened dwarf-flowered heartleaf is very limited with the study area. A survey in areas of potentially suitable habitat facing potential impact did not identify any individuals of this species.
