multi -family) as well as commercial properties.

4h. Explain the purpose of the proposed project:*
The purpose of the project is to provide much -needed housing to the area. This project is proposing 98 units on a 5.88 acre parcel. This project will construct 2 separate apartment
buildings each containing 49 units being served by public water and sewer. There will be 135 parking spaces in the proposed parking lot. All storm drainage will be installed per City of
Greensboro Standards and Specifications. Public storm sewer will be installed per NCDOT specifications.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The Yanceyville Apartments project is a multi -family development on Yanceyville Street, consisting of two apartment buildings each containing 49 units and 135 parking spaces. The
development will be served by public water and sewer. There is existing water and sewer in Yanceyville Street and an existing 20" DIP sewer main going through the Western side of the
parcel. The client is proposing to serve the project with sanitary sewer through the existing 20" DIP sewer main mentioned above. This would require the proposed sewer to cross the
perennial stream and wetlands on the Western side of the parcel. This stream/buffers and wetlands reach from the northern property line to the southern property.
We are proposing one impact to the site at this time:
1. Permanent Impact of approximately 20 linear feet and 3,771 square feet to the perennial stream and wetlands, for the construction of the 8" pvc sanitary sewer pipe.
2. Temporary impact of 15 linear feet and 450 square feet to the perennial stream and wetlands, for the temporary pump around method during construction.
The reason the client is proposing to tie into the sanitary sewer main on the Western side of the property as opposed to the existing sewer main in Yanceyville Street is due to the lack
of vertical relief. The sanitary sewer main in Yanceyville Street is not deep enough to serve the Western apartment building, without installing a permanent lift station. Installing a lift
station is not a practical alternative to installing gravity sewer to an existing sewer main. Lift stations have several disadvantages when compared to gravity sewer including increase in
maintenance, power outages lead to loss of service, the increase in potential leaks from machinery failure, and several more. The practical solution to serve this project with sanitary
sewer is to cross the perennial stream and wetlands (while avoiding/minimizing impacts) with gravity sewer to tie into the existing 20" DIP sanitary sewer main on the Western side of the
parcel.
Before Construction, an Erosion and Sedimentation Control Plan shall be designed and submitted for approval to the City of Greensboro to treat the construction runoff from the site,
including the areas of stream/wetlands impact. The design shall incorporate US Army Corps of Engineer and NC Department of Environmental Quality recommendations of work in
streams and wetlands.

Project went through multiple iterations to avoid/minimize impacts to wetland areas. Initial plans included five apartment units with one located within a
wetland area. Plans have been scaled back to include only two apartment units with utility lines located to minimize wetland impacts. Buildings, parking
areas, and stormwater controls specifically designed to avoid wetland areas.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Stream crossing activities will be begin in morning of day with no chance for rain. A temporary sandbag coffered dam will be used for pump around
method. Temporary silt fence and rip -rap to be used to minimize potential erosion issues. All utility construction will comply with City of Greensboro
standards and specifications and NCDEQ requirements. If there are conflicts - the more stringent requirement will apply.

Subsequent field review did not identify evidence of listed species or likely habitats. Site includes numerous invasive species including, but not limited
to: English ivy (hedera helix), Japanese Honeysuckle (Lonicera japonica), Japanese Stilt Grass (Microstegium vimeneum), and Privet (Ligustrum sp.).
Numerous monotypic stands of Microstegium vimeneum are present on the site. The eastern portion of the site is primarily maintained fescue
associated with the residence yard. Listed species unlikely to occur in these types of habitats.

Re Project: Yanceyville Apartments
This document confirms that Hunt Development Group, LLC (Applicant) for the Yanceyville
Apartments (Project) has expressed an interest to utilize 2,724.00 Square Feet of Riparian Buffer
Mitigation Credits from the following bank, Cloud & Banner Nutrient Offset & Buffer Mitigation Bank.
The specific bank site that may be debited Cloud & Banner, that is located in Haw River Arm of HUC
03030002. As the official Bank Sponsor, EBX, attests to the fact that mitigation is available for
reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate
purposes by the Bank Sponsor, until payment in full is received from the Applicant resulting in the
issuance of a Mitigation Credit Transfer Certificate by the bank acknowledging that the Applicant has
fully secured credits from the bank and the Banker has accepted full responsibility for the mitigation
obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the
purchase price. Banker shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and
a documented copy of the debit of credits from the Bank Official Credit Ledger(s), indicating the permit
number and the resource type secured by the applicant. A copy of the Mitigation Credit Transfer
Certificate, with an updated Official Credit Ledger will also be sent to regulatory agencies showing the
proper documentation.

Dear Mr. Overby:
Wildlands Holdings IV, LLC has the riparian wetland and buffer credits from the Cane Creek Umbrella
Mitigation Bank: Bethel Branch Site to satisfy the mitigation requirements related to the above-
mentioned project. The project is located within the Haw River service area (HUC 03030002) of the
Bank.
Credits may be reserved for a period of 12 months upon the receipt of a non-refundable deposit of 10%
of the purchase price. Should credits not be reserved, they will be sold on a first come, first serve basis.
Credit prices will be guaranteed for a period of 6 months from the date of this letter and are then
subject to change.
An invoice for this transaction will be sent upon your request and we will reserve the credits and price
for a period of 30 days from invoice. This letter is a Statement of Availability as of the date provided – it
is not a reservation of credits nor a guarantee of price.
Final transfer of credits will occur upon completion of the Mitigation Responsibility Transfer Form within
the 404 permit as well as receipt of the requisite 401 permit.

Determination of No Practical Alternatives
For
Yanceyville Apartments
Located in Greensboro, NC
March 23, 2020
To Whom It May Concern:
Background
The Yanceyville Apartments project is a multi -family development on Yanceyville
Street, consisting of two apartment buildings each containing 49 units and 135 parking
spaces.
The development will be served by public water and sewer. There is existing water and
sewer in Yanceyville Street and an existing 20" DIP sewer main going through the
Western side of the parcel.
The client is proposing to serve the project with sanitary sewer through the existing 20"
DIP sewer main mentioned above. This would require the proposed sewer to cross the
perennial stream and wetlands on the Western side of the parcel. This stream/buffers and
wetlands reach from the northern property line to the southern property.
We are proposing one impact to the site at this time:
1. Permanent Impact of approximately 20 linear feet and 3,771 square feet to the
perennial stream and wetlands, for the construction of the 8" pvc sanitary sewer pipe.
2. Temporary impact of 15 linear feet and 450 square feet to the perennial stream and
wetlands, for the temporary pump around method during construction.
Hardship
The reason the client is proposing to tie into the sanitary sewer main on the Western side
of the property as opposed to the existing sewer main in Yanceyville Street is due to the
lack of vertical relief. The sanitary sewer main in Yanceyville Street is not deep enough
to serve the Western apartment building, without installing a permanent lift station.
Installing a lift station is not a practical alternative to installing gravity sewer to an
existing sewer main. Lift stations have several disadvantages when compared to gravity
sewer including increase in maintenance, power outages lead to loss of service, the
increase in potential leaks from machinery failure, and several more. The practical
solution to serve this project with sanitary sewer is to cross the perennial stream and
wetlands with gravity sewer to tie into the existing 20" DIP sanitary sewer main on the
Western side of the parcel.

Best Management Practices
Before Construction, an Erosion and Sedimentation Control Plan shall be designed and
submitted for approval to the City of High Point to treat the construction runoff from the
site, including the areas of stream/wetlands impact. The design shall incorporate US
Army Corps of Engineer and NC Department of Environmental Quality
recommendations of work in streams and wetlands.

The species list generated pursuant to the information you provided identifies threatened,
endangered, proposed and candidate species, as well as proposed and final designated critical
habitat, that may occur within the boundary of your proposed project and/or may be affected by
your proposed project. The species list fulfills the requirements of the U.S. Fish and Wildlife
Service (Service) under section 7(c) of the Endangered Species Act (Act) of 1973, as amended
(16 U.S.C. 1531 et seq.).
New information based on updated surveys, changes in the abundance and distribution of
species, changed habitat conditions, or other factors could change this list. Please feel free to
contact us if you need more current information or assistance regarding the potential impacts to
federally proposed, listed, and candidate species and federally designated and proposed critical
habitat. Please note that under 50 CFR 402.12(e) of the regulations implementing section 7 of the

present within the county where your project occurs, the proposed action has the potential to
adversely affect those species. As such, we recommend that surveys be conducted to determine

If you determine that the proposed action may affect (i.e., likely to adversely affect or not likely
to adversely affect) a federally-protected species, you should notify this office with your
determination, the results of your surveys, survey methodologies, and an analysis of the effects
of the action on listed species, including consideration of direct, indirect, and cumulative effects,
