Thank you Linda. Looking into the permit files, I'm not sure why the components are listed the way they are. The oldest version I can currently access
(2003) lists:
• Influent pump station
• Bar screen
• Flow splitter
• Flow equalization basin
• Three 0.025 MGD extended aeration package plants, each with clarifier and sludge return, two with sludge holding tanks
• Ultraviolet disinfection
• Post aeration
• Flow measuring
In 2006 it was changed to :
• 350 gpm influent pumps
• 0.20 MGD aeration treatment system
• Ultraviolet disinfection
• Effluent weir and effluent flow metering and sampling
• Anaerobic sludge digestion, thickening and storage
And then to the current order in 2010, without any documentation in the fact sheet.
I think the "forgiveness" when the SBR discharges is supposed to be the use of TRC as a backup disinfectant (thus the TRC monitoring requirement).
Apparently this is not sufficient, since I recall the recent Civil Penalty assessed against them for discharge of excess solids and fecal coliform.
If ARO has any suggestions on how to correct the component list so that it is more accurate, please let me know. As far as "why" it was permitted this
way, I have no idea — I will go into the office tomorrow and see if I can dig anything up in the paper files. If ARO doesn't have any suggestions and I can't
find any answers, I will ask the permittee to provide an updated flow schematic.

Attached are comments for Bakersville.
I'd like the components corrected. I spoke with (I think it was Bing last year)Bing regarding this facility and its components, specifically the post aeration
chamber. I wanted to know how this SBR was permitted without a basin before the UV to slow/still the water going into the UV. Or if it was supposed to
have one and wasn't installed? He could not find anything, unfortunately it appears it may be a bad design offering no forgiveness when the SBR
discharges. If you find anything in your paperwork, please let me know. Regardless, the components are not completely accurate and/or they read/are
listed wrong. If nothing else, could you arrange the components properly.
I also find it odd the TRC requirement/language since they use UV?
Let me know if you have questions.

Thanks for the comments - Attached is the application for Bakersville.
I didn't see any changes noted in Morganton's application. The only components listed in the previous version of the permit are a belt press and a solids
holding tank. I can contact the permittee for more information. I haven't run the RPA yet, but will let you know of any limit/monitoring changes before
sending to notice. Iron and manganese are being taken out of most WTPs unless they are used in the treatment process, so that change will likely be
made.

Morganton should be good, however their component list may need adjusting, did they request changes in their application to the components (they
added new basins)? If you make any limits/monitoring adjustments once you get into Morganton's I'd like to know so I could comment before you send it
to Notice. I have worked a lot with this facility, they have done many upgrades in 2018-19. They had several violations, but it was mainly due to
construction activities and I&I in their collection system. I do not think any changes are needed to this permit other than updates to the component list.
Bakersville probably needs attention, is their application in LF? I need to see it please.

Jonas Ridge I went ahead and sent to notice Wednesday because it was a straightforward renewal (other than the barscreen) with a recent inspection in
LF.
I have not drafted either of the other two yet, but would like to get at least one if not both of them out for the March 11 public notice, unless there are
any concerns about them on your end. We have a bit of a backlog over here, so I'm trying to move through a few quickly.
If you'd like more time to review and look into them, please let me know, I'm happy to delay them as long as needed and move on to other permits.
