Merritt@ncdenr.gov T McADAMS MERRIMQNT PARK Site Viobility Assessment Request GENERAL DESCRIPTION NARRATIVE > CWI-19000 The existing wet pond located at Merrimont Park was previously approved bythe City of Wilson in 2014 and constructed thereafter. The project is located on a parcel in a residential area in Wilson, North Carolina and is owned by the City of Wilson. The Merrimont Park site is south of the intersection of Buckingham Road NW and Westminster Drive NW with Hampton Road NW to the west of the wet pond and Hominy Swamp stream east of the wet pond. The area south of the SCM is wooded. The site is within the Neuse River Basin. The overall site consists of a park with playground equipment, a small building with restrooms, and a picnic shelter in addition to the wet pond. The proposed mitigation project would convert the existing pond into a water quality pond by construction of an appropriately sized drawdown device. TIMELINE OF LAND USES 1. 1990 — 2017 The site was purchased by the City of Wilson in 1974 and since that time has been the location of Merrimont Park operated by the City of Wilson Parks and Recreation department. 2. 2017 — present In 2017 construction began to convert a large open space area of the park into a wet pond. The pond exists and is maintained by the City of Wilson presently. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (AID, BID, and CID). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of clays that have a high shrink -swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (AID, BID, or CID), the first letter is for drained areas and the second is for undrained areas.
