The purpose of the inspection was to assess these facilities with regard to best operating practices and the requirements of General Permits for non -contact cooling water. Marcus Pitts, Melanie Gardner, and Glen Long of Duke Energy were present during the inspection. The facility was well maintained and appeared compliant at the time of the inspection. Upstream and downstream sampling points were reviewed and sump areas were evaluated. Mr. Pitts and his team have initiated a program to install oil sensing equipment with telemetry in the sumps of all hydro power facilities with General Permits for Non -Contact Cooling water. This program was partially complete at the time of this inspection. This facility has an existing oil sensor/skimmer and telemetry system and will serve as a model for other facilities. The tailrace discharges to the Hiwassee River, The plant has permitted discharges of generator thrust bearing cooling water and central powerhouse sump. Mr. Keith Haynes and Mr. tarry Frost performed the inspection. The facility appeared to be wel and operating properly. There were no Lin -permitted discharges noted during the inspection. l maintained The purpose of the permit is to protect the receiving stream; therefore, the inspectors recommend that Upstream, Effluent and Downstream sampling points be re-evaluated for this facility. The recommended upstrearn sampling site should be the darn inlet to the powerhouse, the effluent site from the tailrace and the downstream tream at a predetermined (sate access) site downstream of the tailrace discharge point to the stream. Possible sites were discussed during the inspection; it is recommended that those sites be established by written policy. Once the sampling sites are established, then the monitoring requirements and monitoring frequency for each site should re-evaluated. The proper reporting of flow from the powerhouse was discussed at length, during the inspection. Since monitoring data is notrequired to be submitted to the State, the inspectors recommend that Duke Energy use common units of measure for this type industry (examples discussed were; DFS and MGD, however some other unit may be more appropriate) with regards to flow.
