On October 17, 2006, the Division of Water Quality (DWQ) received your application dated September
16, 2006 to request impacts to the Neuse River stream buffers for the Brookstone Subdivision in Pitt
County. On December 20, 2006, the Division of Water Quality received your revised application to
request impacts to the Neuse River stream buffers. The DWQ has determined that the application remains
incomplete as described below. Therefore, unless we receive the additional information requested below,
we will have to move toward denial of your application as required and will place this project on hold as
incomplete until we receive this additional information. Please provide the following information so
that we may continue to review your project.
Please provide the following information so that a Buffer Authorization maybe issued:
1. The two extended detention wetlands must be designed in accordance with the 1999 DWQ
Best Management Practice Manual. The plans do not show appropriately sized forebays and
micropools for the extended detention wetlands. It is not permissible to place an extended
detention wetland within a stormwater dry detention pond. The entire area devoted to
stormwater treatment must be designed and constructed as an extended detention wetland.
2. The outlets of the extended detention wetlands should be relocated in a manner that
maximizes the flow path of the stormwater (i.e., as far away from the inlet pipes as possible.)
3. Please provide the velocities at the outlets of the two pipes that discharge the flow from the
extended detention wetlands to the existing channel. Please provide outlet protection if these
velocities appear likely to cause erosion of the channel.
4. The planting plan must specify the source of the planting materials.
5. The species of plant materials specified are acceptable, however, the plan calls for small
plants placed too close together. Please specify larger plants that will be planted with wider
spacing.

6. The ditch that runs between lots 50-53 and lots 48-49 may not discharge directly into the
protected Neuse River Buffer, even if the ditch is intended to be temporary. Please either
provide a level spreader at the outlet of this ditch or direct this ditch to the stormwater
drainage system.
Please respond within three (3) weeks of the date of this letter by sending three (3) copies of your revised
subdivision plans to me. If we do not hear from you within three weeks, we will assume that you no
longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the impacts to protected buffers application review and does not authorize any
impacts to wetlands or waters of the state. Please be aware that any impacts requested within your
application are not authorized (at this time) by the DWQ. Please call Ms. Amy Chapman or Ms. Annette
