Upon review of your request for Water Quality certification
to place fill material in waters for bridge replacement in
Cumberland County, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2732 issued
May 1, 1992. A copy of the General Certification is attached.
This Certification may be used in qualifying for coverage under
Corps of Engineers' Nationwide Permit No. 14.

NC DOT - Construction of Bridge No. 52 over Deep River
Near Glendon, Moore County
DEM Project No. 92324
Project No. 92320 involves replacement of a small wooden bridge on a dirt
secondary road in Cumberland County. The new bridge will consist of a
corrugated metal pipe culvert and will require no wetland fill. The road
alignment is to remain the same. No wetland impacts are expected.
Project No. 92324 involves the construction of a temporary causeway in
the Deep River near Glendon in order to complete the construction of a new
bridge. This measure is necessary in order to allow the use of a second crane
in order to set the bridge beams. The first crane is already in use and is
barge mounted. No long term impacts are expected.
It is the recommendation of this office that the appropriate
certification be provided for each of the above projects. This recommendation
is contingent upon inclusion of the standard turbidity condition requiring
that in-stream levels be maintained at less than 50 NTU.

SUBJECT: Cumberland County - Replacement of Bridge No. 94
on SR 1720 near Wade
The North Carolina Department of Transportation proposes
to replace the above-referenced structure on existing
alignment, along with associated approach improvements. The
existing bridge will be replaced with two 128' x 83'
corrugated metal pipe arches. Stream relocation will not be
necessary. The proposed work will involve no fill in
wetlands. The bridge is located on a stream with an average
daily flow of 5.6 c.f.s.
It is anticipated that the proposed project may be
authorized under Nationwide Permit rr14 for Minor Road
Crossings, 33 CFR 330.5(3). Application is hereby made for a
Department of the Army permit as required for such
activities. A site map is enclosed for your records. By
copy of this letter, we are also requesting 401 Water Quality
Certification by the Division of Environmental Management.

The North Carolina Department of Transportation
submitted a request for verification of Nationwide Permit #14
on June 16, 1992. The North Carolina Division of
Environmental Management issued a 401 Water Quality
Certification on August 13, 1992. As the Corps of Engineers
30-day review period has expired, with no comments
forthcoming from your agency, NCDOT will proceed with
construction.

Dear Mr.! Ward:
Ref6rence your application dated June 16, 1992 for Department of the Army
(DA) authorization to replace bridge #94 with two 128' x 83'corrugated metal
pipe arches. The proposed project is located on S.R. 1720, below the
headwaters of an unnamed tributary to the Cape Fear River, near Wade,
Cumberland County, North Carolina.
For the purposes of the U.S. Army Corps of Engineers' Regulatory Program,

Title 33, code of Federal Regulations (CFR), Part 330.6, published in the
Federal Register on November 22, 1991, lists nationwide permits.
Authorization, pursuant to Section 10 of the Rivers anNarbors Act of 1899
and /Section 404 of the Clean Water Act, was provided for fills for roads
crossing waters of the United States (including wetlands and other special
aquatic sites) provided:
a. The width of the fill is limited to the minimum necessary for the
actual crossing;
b. The fill placed in waters of the United States is limited to a filled
area of no more than one-third acre. Furthermore, no more than a total of 200
linear feet of the fill for the roadway can occur in special aquatic sites,
including wetlands;
C. The crossing is culverted, bridged or otherwise designed to prevent
the restriction of, and to withstand, expected highflows and the movement of
aquatic organisms;
d. The crossing, including all attendant features, both temporary and
permanent, is part of a single and complete project for crossing of a water of
the United States; and
e. For fills in special aquatic sites, including wetlands, the permittee
notifies the District Engineer in accordance with the "Notification" general
condition.

Your work is authorized by this nationwide permit provided it is
accomplished in strict accordance with the enclosed conditions and provided
you receive a Section 401 water quality certification from the North Carolina
Division of Environmental Management. You should contact Mr. John Dorney,
telephone (919) 733-1786, regarding the water quality certification. This
nationwide permit does not relieve you of the responsibility to obtain other
required State or local approval.
This verification will be valid for 2 years from the date of this letter
unless the nationwide authorization is modified, reissued, or revoked. Also,
this verification will remain valid for the 2 years if, during that period,
the nationwide permit authorization is reissued without modification or the
activity complies with any subsequent modification of the nationwide permit
authorization. If during the 2 years, the nationwide permit authorization
expires or is suspended or revoked, or is modified, such that the activity
would no longer comply with the terms and conditions of the nationwide permit,
activities which have commenced (i.e., are under construction) or are under
contract to commence in reliance upon the nationwide permit will remain
authorized provided the activity is completed within 12 months of the date of
the nationwide permit's expiration, modification or revocation, unless
discretionary authority has been exercised on a case-by-case basis to modify,
suspend, or revoke the authorization.
