A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 14. The project will require a 401 Water Quality Certification. 2. The project complies with the General 401 Water Quality Certification No. 2675 for DOT Bridge Maintenance. 3. The North Carolina Department of Transportation plans to replace Bridge 25 over Deep Creek on SR 1137.in Carteret County. The bridge will be replaced on existing location with two (2) 142" x 91'' corrugated steel pipe arches. Mr. Jim Mercer of the NC Division of Coastal Management has indicated that this project will not require authorization under the Coastal Area Management Act (CAMA). The average daily flow at this point of Deep Creek is 7.0 cfs. The amount of fill in wetlands will be less than 0.33 acres, and the amount of fill below ordinary high water is ± 20 cubic yards. Based on this information, it is anticipated that the project may be authorized under Nationwide Permit 14 (Road Crossing). The North Carolina Department of Transportation hereby requests that the appropriate permit authorization be granted for the construction activities described above. By copy of this letter, we are also requesting a 401 General Water Quality Certification from the NC Division of Environmental Management. The provisions of the Nationwide Permit application procedure require that the applicant notify the U.S. Fish and Wildlife Service and the National Marine Fisheries Service regarding the presence of endangered species that may be affected by the proposed project, and the State Historic Preservation office regarding the presence of historic properties that may be affected by the proposed project. By copy of this letter, NCDOT is notifying the above mentioned agencies regarding our plans for the proposed project. For your information, we have provided a vicinity map and design plans for the bridge in question. Dear Mr. O'Quinn: The North Carolina Division of Coastal Management has reviewed the above referenced application for a Nationwide Permit dated June 10, 1992 pursuant to Section 307 of the Coastal Zone Manage- ment Act of 1972 as amended. Based upon our review, we have determined that the proposed activity is consistent with the North Carolina Coastal Management Program provided the following conditions are met: 1. The activity described in the above referenced application qualifies to receive one of the Nationwide Permits described in 33 CFR Part 330 with the exception of Numbers 17, 21, 24, and 34 which were found inconsistent with the North Carolina Coastal Management Program. 2. A 401 Water Quality Certification is received, where required, from the North Carolina Division of Environmental Management. This letter does not relieve you of the responsibility to insure that all other State authorization and/or permit requirements are met prior to implementation of the project.
