FAA Written Re-Evaluation of the Final Environmental Impact Statement for the
Master Plan and FAR Part 150 Noise Compatibility Plan Update
Dear Ms. Van Der Wiele:
In 1999, the Federal Aviation Administration (FAA) completed a Final Environmental Impact Statement (FEIS)
and in 2000 issued a Record of Decision (ROD) approving various development projects at Charlotte/Douglas
International Airport (CLT). One element of the preferred alternative was the construction and operation of a
third north/south parallel runway located 3,700 feet west of existing Runway 18R/36L. Exhibit 1 (enclosed)
depicts the preferred alternative as approved in the ROD.
The preferred alternative was chosen, in part, because the runway separation allowed for triple simultaneous
arrivals while minimizing taxi times for aircraft; however, that separation required technological advances and
changes in air traffic control procedures that have not yet come to fruition. Therefore, because triple
simultaneous arrivals are necessary to accommodate the demand at CLT, the separation between the existing
Runway 18R/36L and the planned third north/south parallel runway needs to be increased to 4,300 feet (see
enclosed Exhibit 2). Since the FEIS analyzed a runway alternative with this separation, the FAA has determined
that a Written Re-evaluation of the FEIS and ROD will be prepared to assess the potential environmental impacts
of this change.
The FAA and the airport are jointly hosting an informational workshop on January 9, 2006, to update the
environmental regulatory agencies on the status of the runway project and to solicit input regarding the scope of
the Written Re-Evaluation. The workshop will be held from 1:00 p.m. to 3:00 p.m. in Charlotte at the following
address: Adam Service Center, 4150 Wilkinson Boulevard, Charlotte, North Carolina 28208.
