for a Coastal Area Management Act Permit for the subject
project on September 2, 1992. The permit was issued on March
30, 1993. It has since been decided that this project will
likely not be constructed. We are therefore returning a
signed copy of the permit, but do not anticipate construction
of the project proceeding.

,The enclosed permit constitutes authorization under the Coastal Area Management Act, and where
applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. The original (buff-colored
form) is retained by you and it must be available on site when the project is inspected for compliance. Please sign
both the original and the copy and return the copy to this office in the enclosed envelope. Signing the permit and
proceeding means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS 113A-
121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the Office
of Administrative Hearings, P.O. Drawer 11666, Raleigh, NC 27611, (919) 733-2698 within twenty (20) days of
this decision on your permit. You should also be aware that if another qualified party submits a valid objection to
the issuance of this permit within twenty (20) days, the matter must be resolved prior to work initiation. The Coastal
Resources Commission makes the final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must be
carried out in accordance with your application. Modifications, time extensions, and future maintenance require
additional approval. Please read your permit carefully prior to starting work and review all project plans, as
approved. If you are having the work done by a contractor, it would be to your benefit to be sure that he fully
understands all permit requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we request
that you complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise
concerning permit conditions, environmental safeguards, or problem areas, you may contact Department personnel
at any time for assistance. By working in accordance with the permit, you will be helping to protect our vitally
important coastal resources.

This permit, issued on March 30, 1993 . is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be
subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1) Fill associated with widening of roadway approaches shall be immediately
stabilized with vegetation or riprap. Any riprap used in construction
should be clean and free of sediment and chemical contaminants.
2) Strict erosion and sedimentation controls shall be implemented to prevent
any discharge of sediment from the project site into Shelter Creek.
Erosion control structures shall be maintained until all disturbed areas
have been revegetated. Such revegetation should occur as soon as
possible following completion of excavation and fill activities.
3) Silt fencing shall be installed along toe-of-bank disposal sites.
4) Under no circumstances shall material excavated from abutement areas be
discarded in stream or wetland habitat, on or offsite.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires furtherDepartmental approval.
All work must cease when the permit expires on
December 31, 1996
In issuing this permit, the Stage of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program_

9. PROJECT DESCRIPTION
I -
The project site is located on S.R. 1103 over Shelter Creek in Onslow
County. This road is unimproved and is located off N.C. 50. The existing
creek at this point is approximately 35' wide. The existing bridge is failing
and will eventually become unsafe for p blic use. The applicants propose to
install a core slab bridge unit. This structure will be approximately 80' long
x 25' wide. In order to properly install the new bridge structure it will be
necessary to excavate two highground pockets approximately 29' wide x
32' long on either side of the creek. Also a total of approximately 230 linear
feet of toe-of-bank fill approximately 2' wide will be placed along side the
bridge approaches adjacent to the creek. Erosion control measures will be
implemented.

SUBJECT: Onslow County, Proposed Replacement of Bridge 185
on SR 1103.
The North Carolina Department of Transportation proposes
to replace bridge 185 over Shelter Swamp Creek on SR 1426 in
Onslow County. The proposed action will involve replacing
the existing bridge structure with a 80' prestressed cored
slab bridge. This bridge replacement will take place on
existing alignment, and no on-site detour is proposed.
The new structure will span from bank to bank. In order
to facilitate a slightly wider bridge structure, NCDOT
proposes that a small amount of fill (0.0108 acres total) be
placed in wetlands adjacent to the existing toe of fill lines
along the approaches (see permit sheet 2 of 3). No fill is
proposed below ordinary high water. Approximately 100 cubic
yards of highground excavation is also proposed. This
excavation will allow for a wider opening beneath the bridge,
and may also provide an opportunity for a small amount of
natural wetland revegetation to take place.
Best management practices will be implemented to
minimize any adverse effects which may be caused by project
related sedimentation.
NCDOT is requesting that the proposed work be authorized
under the appropriate Coastal Area Management Act (CAMA)
permit. By copy of this letter, we are also requesting
issuance of a 401 Water Quality Certification from the N.C.

on SR 1103.
The North Carolina Department of Transportation proposes
to replace bridge 185 over Shelter Swamp Creek on SR 1426 in
Onslow County. The proposed action will involve replacing
the existing bridge structure with a 80' prestressed cored
slab bridge. This bridge replacement will take place on
existing alignment, and no on-site detour is proposed.
The new structure will span from bank to bank. In order
to facilitate a slightly wider bridge structure, NCDOT
proposes that a small amount of fill (0.0108 acres total) be
placed in wetlands adjacent to the existing toe of fill lines
along the approaches (see permit sheet 2 of 3). No fill is
proposed below ordinary high water. Approximately 100 cubic
yards of highground excavation is also proposed. This
excavation will allow for a wider opening beneath the bridge,
and may also provide an opportunity for a small amount of
natural wetland revegetation to take place.
Best management practices will be implemented to
minimize any adverse effects which may be caused by project
related sedimentation.
NCDOT is requesting that the proposed work be authorized
under the appropriate Coastal Area Management Act (CAMA)
permit. By copy of this letter, we are also requesting
issuance of a 401 Water Quality Certification from the N.C.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 3
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 13 ii_h
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers rearding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
that opportunity.

al The North Carolina Department of Transportation proposes
??D to replace bridge 185 over Shelter Swamp Creek on SR 1426 in
Onslow County. The proposed action will involve replacing
the existing bridge structure with a 80' prestressed cored
slab bridge. This bridge replacement will take place on
'v/y existing alignment, and no on-site detour is proposed.
The new structure will span from bank to bank. In order
to facilitate a slightly wider bridge structure, NCDOT
proposes that a small amount of fill (0.0108 acres total) be
placed in wetlands adjacent to the existing toe of fill lines
along the approaches (see permit sheet 2 of 3). No fill is
proposed below ordinary high water. Approximately 100 cubic
yards of highground excavation is also proposed. This
excavation will allow for a wider opening beneath the bridge,
and may also provide an opportunity for a small amount of
natural wetland revegetation to take place.
Best management practices will be implemented to
minimize any adverse effects which may be caused by project
related sedimentation.
