One is to replace an existing 72" with an Ell" x 59" C'MPA. The other is to replace an existing 72" x 44" with a 73" x 55" CMPA. Both are to have concrete headwalls at the inlet with riprap at i-.l,e outiet. On May 22, 1992, I conducted an on-site evaluation. of the proposed culvert r.epl_acements. The following comments and recommendations are offered: 1. The affected streams are not l.i.sted in the list of classifications, but empty into t:lhe Yadkin River approximately 1.200 feet downstream. The Yaclki n R i ve.r and tributaries upstream and downstream of the area of work are, listed as C-Trout. 2. The stream channel during normal water levels are approxi.mate1y 3 feet wide by 3 -- 6 inches deep. Adjacent land is wooded and steep to the north and flat and c:r.rl.t:_ivated to the south. (between SR 1505 and the Yadkin River). No wel-il arid" are involved. Holderman NC DOT Route 4, Box 289-C Newton, North Carolina ;8653 Dear Mr. Holderman: RE: Replacement or CMPA on, SR 1505, Caldwell County On March 18, 1992, I received an application from you for a 401 Water Quality Certification for your project entitled Replace existing %2" x 44" CMPA with 1 line 73" x 55" CMPA at SR 1505 in Caldwell County. Our existing regulations (15A NCAC 2H .0501 (a)) require that all applicants for 401 Certifications submit seven complete copies of 401 Applications. These copies must be supplied by the Division of Environmental Management to various state and Federal agencies as specified in the same regulations. Having copies available for simultaneous review by other agencies will reduce the overall processing time for your permit application. In the past, we have not enforced this requirement and have seen processing time slowed significantly. Therefore, please send six additional copies of your 401 Certification application so we can initiate the comprehensive review required by our rules. I am unable to do this copying since there are numerous applications with this problem and our regulations state that the applicant must supply these copies. S. Army Corps of Engineers. The NCWRC has reviewed information provided by the applicant, and professional biologists on our staff are familiar with habitat values of the project area. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). Based on the information provided by the applicant and our information on the range of trout in the project area, we do not believe this project will cause significant effects to waters supporting trout. Our existing regulations (15A NCAC 211 .0501 (a)) require that all applicants for 401 Certifications submit seven complete copies of 401 Applications. These copies must be supplied by the Division of Environmental Management to various state and Federal agencies as specified in the same regulations. Having copies available for simultaneous review by other agencies will reduce the overall processing time for your permit application. In the past, we have not enforced this requirement grid have seen processing time slowed significantly. Therefore, please send six additional copies of your 401 Certification application so we can initiate the comprehensive review required by our rules. I am unable to do this copying since there are numerous applications with this problem and our regulations state that the applicant must supply these copies.
