STATE HIGHWAY ADMINISTRATOR SUBJECT: Lenoir County - Replacement of Bridge No. 12 on SR 1800 near Grifton The North Carolina Department of Transportation proposes to replace the above-referenced structure on existing alignment, along with associated approach improvements. The existing bridge will be replaced with three 142" x 91" corrugated steel pipe arches. Stream relocation will not be necessary. The proposed work will involve fill in 0.02 acre of wetlands in less than 200 linear feet. The bridge is located on a stream with an average daily flow of 10.0 c.f.s. It is anticipated that the proposed project may be authorized under Nationwide Permit n14 for Minor Road Crossings, 33 CFR 330.5(3). Application is hereby made for a Department of the Army permit as required for such activities. A site map is enclosed for your records. By copy of this letter, we are also requesting 401 Water Quality Certification by the Division of Environmental Management. Stewart, Manager Habitat Conservation Program Au" DATE: August 12, 1992 SUBJECT: 401 Water Quality Certification for NCDOT Bridge No. 12 replacement, SR 1800 near Grifton, Pitt County, North Carolina. The Wildlife Resources Commission has reviewed the subject permit application. A site visit was made by a staff biologist on August 7, 1992. Our comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.). Plans call for the replacement of a bridge with 3 culverts. Vegetation at the site is typical of a small stream riparian zone exposed to sunlight. Some evidence of beaver activity occurs. The affected stream is Inland Water, discharges approximately 10.0 cfs and provides potential spawning habitat for anadromous fishes. The project would fill 0.02 acre of wetlands and could act as an obstruction to fish passage. We therefore recommend that culverts be installed so that water depth in the culvert is equal to or greater than that in the adjacent stream channel. Also, in-culvert water velocity should not substantially exceed that in adjacent stream channel. Thank you for the opportunity to review and comment on this application. STATE HIGHWAY ADMINISTRATOR SUBJECT: Pender County - Replacement of Bridge No. 131 on SR 1319 near Penderlea The North Carolina Department of Transportation proposes to replace the above-referenced structure on existing alignment, along with associated approach improvements. The existing bridge will be replaced with three 103" x 71" corrugated steel pipe arches. Stream relocation will not be necessary. The proposed work will involve fill in 0.01 acre of wetlands in less than 200 linear feet. The bridge is located on a stream with an average daily flow of 7.2 c.f.s. It is anticipated that the proposed project may be authorized under Nationwide Permit 414 for Minor Road Crossings, 33 CFR 330.5(3). Application is hereby made for a Department of the Army permit as required for such activities. A site map is enclosed for your records. By copy of this letter, we are also requesting 401 Water Quality Certification by the Division of Environmental Management.
