Certification No. 2735 issued January 21, 1992. A copy of the
General Certification is attached. This Certification may be
used in qualifying for coverage under Corps of Engineers' General
Permit No. 031.

8. PROJECT SUMMARY: The applicant proposes to replace and existing brjE2 with three

N. C. Department of Transportation (NC DOT) proposed bridge replacement site is
located on SR 1111 at Bridge No. 11 on a manmade canal adjacent the Pamlico Sound
in Hyde County, North Carolina. At the bridge site the dirt road makes a sharp
turn and the road leading southeast runs adjacent the canal bank. The canal is
approximately 30 feet wide and bordered on both sides by a fringe of coastal
wetlands averaging 3 feet wide. The coastal wetlands are predominately Distichlis
a i_p cata backed by Spartina patens. The canal banks are vegetated with upland
grasses and herbaceous shrubs. The adjacent land is agriculture fields and two
agricultural drainage ditches with flap gates connect into the canal, one
immediately above and one below the existing bridge. An existing road ditch also
connects into the canal at the downstream agricultural ditch connection point.
The canal itself has a heavy concentration of widgeon grass. The site is manmade canal into

NC DOT proposes to replace an existing 20' x 45' bridge with three 67" x 95" x
60' long metal culverts. At present the road makes a sharp turn at the bridge and
in an effort to produce a less radical turn a realignment of the road and canal
is proposed. The proposed curve will result in the canal being shifted northeast
approximately 301. The shifting of the canal will result in the excavation of
approximately 9,550 square feet of high ground of which approximately 3,900
square feet will be below the normal water line. The proposed move will also
result in the excavation of approximately 780 square feet of coastal marsh and
the filling of approximately 780 square feet of coastal marsh as well as the

Dear Mr. Moye:
This letter is in reference to your June 25, 1992
correspondence regarding NCDOT's permit application package,
submitted June 18, 1992, for the subject project. In your
letter, you requested revisions to or additional information
on several items included in the permit application. The
North Carolina Department of Transportation offers the
following comments on each of the listed items:
4.c You requested that we check the elevation of the area.
A site elevation of ± 5' was obtained from a USGS quad
map. This equals an assumed project datum on the plats
of ±12'.
4.g As per your instructions, this item has been changed to
"rural".
6.a An average depth value has been added to the canal
excavation line.
6.b The values used to determine volume are:
length = 260'
width = 30' (avg)
depth = 1.4'

Please note that the volume estimations were done using
the following formula.
Volume = -area x depth

The area calculations were made based on the assumption
i:hat the areas to be filled or excavated were roughly in a
triangular shape. Therefore the area was calculated using
the formula; area = (base x height)=2
Volumes were then determined based on the following
calculation;
[(base x height)=21 x depth

The division by 27 is necessary to convert the values to
cubic yards.

This represents the portion of the new canal excavation above
the ordinary high water elevation.

All of these items referred to the placement of a
headwall in association with the pipes. Upon further
review of this project, NCDOT is deleting the headwall
from the project design. This will necessitate the use
of slightly longer pipes in the design, yet the
excavation and fill quantities will not change
appreciably.

information satisfactory to begin processing of this

SUBJECT: Hyde County, Proposed Replacement of Bridge 11 on
SR 1111, State Project No. 5.0851.
The North Carolina Department of Transportation proposes
to replace bridge 11 over a drainage canal on SR 1111 in Hyde
County. The proposed action will involve a slight
realignment and replacement of the present bridge with three
(3) 95" x 67" corrugated steel pipe arches. The dirt road on
either side of the bridge will also be paved, resulting in
two 10' vehicle lanes, with 6 foot unpaved shoulders on
either side of the roadway. The present bridge crossing of
the drainage canal involves a sharply angled turn. In order
to*facilitate a safer crossing of the drainage canal, the
canal crossing will be realigned slightly, a portion of the
existing canal will be filled, and a new section of canal
excavated from adjacent high ground (see permit sheet 2 of
4). The construction of the new canal is required to allow
the 10' ditch (shown on sheet 2 of 4) to connect to the main
drainage canal.
The proposed activity will lead to a loss of
approximately 0.03 acres of coastal wetland and 0.14 acres of
surface waters occurring within the drainage canal. A dense
widgeon grass bed exists within the existing drainage canal.
To compensate for impacts to the coastal wetlands and widgeon
grass habitat, the realigned canal will be graded to the same
elevation and side slopes as those of the existing canal. It
is expected that coastal wetland and widgeon grass habitat
will re-establish itself through natural vegetation in the
new canal.
NCDOT is requesting that the proposed work be authorized
under the appropriate Coastal Area Management Act (CAMA)
permit. Best management practices will be implemented to
attempt to minimize the amount of wetlands impacted. As was
requested by Division of Coastal Management personnel, double
silt fences will be placed in the drainage fcanal both abovWe this letter, and below the construction site. By copy

SUBJECT: Hyde County, Proposed Replacement of Bridge 11 on
SR 1111, State Project No. 5.0851.
The North Carolina Department of Transportation proposes
to replace bridge 11 over a drainage canal on SR 1111 in Hyde
County. The proposed action will involve a slight
realignment and replacement of the present bridge with three
(3) 95" x 67" corrugated steel pipe arches. The dirt road on
either side of the bridge will also be paved, resulting in
two 10' vehicle lanes, with 6 foot unpaved shoulders on
either side of the roadway. The present bridge crossing of
the drainage canal involves a sharply angled turn. In order
to facilitate a safer crossing of the drainage canal, the
canal crossing will be realigned slightly, a portion of the
existing canal will be filled, and a new section of canal
excavated from adjacent high ground (see permit sheet 2 of
4). The construction of the new canal is required to allow
the 10' ditch (shown on sheet 2 of 4) to connect to the main
drainage canal.
The proposed activity will lead to a loss of
approximately 0.03 acres of coastal wetland and 0.14 acres of
surface waters occurring within the drainage canal. A dense
widgeon grass bed exists within the existing drainage canal.
To compensate for impacts to the coastal wetlands and widgeon
grass habitat, the realigned canal will be graded to the same
elevation and side slopes as those of the existing canal. It
is expected that coastal wetland and widgeon grass habitat
will re-establish itself through natural vegetation in the

new canal.
NCDOT is requesting that the proposed work be authorized
under the appropriate Coastal Area Management Act (CAMA)
permit. Best management practices will be implemented to
attempt to minimize the amount of wetlands impacted. As was
requested by Division of Coastal Management personnel, double
silt fences will be placed in the drainage canal both above
and below the construction site. By copy of this letter, we
are also requesting issuance of a 401 Water Quality
Certification from the N.C. Division of Environmental
Management and a Section 404 Permit from the Army Corps of
Engineers. A processing fee of $250 will be forwarded to
your office within the next week. If we may be of further

8. PROJECT SUMMARY: The applicant proposes to replace and existing bridge with three
metal Culverts The existing right angle turn onto the bridge will be converted to a
more gentle curve resulting in the relocation; of the existing manmade canal.

Project Setting
N. C. Department of Transportation (NC DOT) proposed bridge replacement site is
located on SR 1111 at Bridge No. 11 on a manmade canal adjacent the Pamlico Sound
in Hyde County, North Carolina. At the bridge site the dirt road makes a sharp
turn and the road leading southeast runs adjacent the canal bank. The canal is
approximately 30 feet wide and bordered on both sides by a fringe of coastal
wetlands averaging 3 feet wide. The coastal wetlands are predominately Distichlis
spicata backed by Spartina patens. The canal banks are vegetated with upland
grasses and herbaceous shrubs. The adjacent land is agriculture fields and two
agricultural drainage ditches with flap gates connect into the canal, one
immediately above and one below the existing bridge. An existing road ditch also
connects into the canal at the downstream agricultural ditch connection point.
The canal itself has a heavy concentration of widgeon grass. The site is
approximately 5' above the mean sea level. The manmade canal connects into
Pamlico Sound which is classified as SA by the Environmental Management
Commission.
Project description
NC DOT proposes to replace an existing 20' x 45' bridge with three 67" x 95" x
60' long metal culverts. At present the road makes a sharp turn at the bridge and
in an effort to produce a less radical turn a realignment of the road and canal
is proposed. The proposed curve will result in the canal being shifted northeast
approximately 301. The shifting of the canal will result in the excavation of
approximately 4,550 square feet of high ground of which approximately 3,900
square feet will be below the normal water line. The proposed move will also
result in the excavation of approximately 780 square feet of coastal marsh and
the filling of approximately 780 square feet of coastal marsh as well as the
filling of approximately 3,900 square feet of existing canal bottom. NC DOT
proposes to recreate the existing canal including-,the fringe wetland areas.
Anticipated impacts
The project as proposed will result in the filling of approximately 3,900 square
feet of canal bottom as well as the creation of approximately 3,900 square feet
of canal bottom. Approximately 780 square feet of fringe coastal wetland will be
excavated and approximately 780 square feet of fringe coastal marsh will be
filled. Localized turbidity would occur as a result of the excavating and filling
activities. The project as proposed would result in the lateral movement of and
recreation of an existing manmade canal including the adjacent fringe wetland
areas.

SUBJECT: Hyde County, Proposed Replacement of Bridge 11 on
SR 1111, State Project No. 5.0851.
The North Carolina Department of Transportation proposes
to replace bridge 11 over a drainage canal on SR 1111 in Hyde
County. The proposed action will involve a slight
realignment and replacement of the present bridge with three
(3) 95" x 67" corrugated steel pipe arches. The dirt road on
either side of the bridge will also be paved, resulting in
two 10' vehicle lanes, with 6 foot unpaved shoulders on
either side of the roadway. The present bridge crossing of
the drainage canal involves a sharply angled turn. In order
to facilitate a safer crossing of the drainage canal, the
canal crossing will be realigned slightly, a portion of the
existing canal will be filled, and a new section of canal
excavated from adjacent high ground (see permit sheet 2 of
4). The construction of the new canal is required to allow
the 10' ditch (shown on sheet 2 of 4) to connect to the main
drainage canal.
The proposed activity will lead to a loss of
approximately 0.03 acres of coastal wetland and 0.14 acres of
surface waters occurring within the drainage canal. A dense
widgeon grass bed exists within the existing drainage canal.
To compensate for impacts to the coastal wetlands and widgeon
grass habitat, the realigned canal will be graded to the same
elevation and side slopes as those of the existing canal. It
is expected that coastal wetland and widgeon grass habitat
will re-establish itself through natural vegetation in the
