Upon review of your request for Water Quality Certification
to place fill material in less than one acre of wetlands or
waters in North Fork Skeenah Creek for road improvements located
at SR 1138 in Macon County, we have determined that the proposed
fill can be covered by General Water Quality Certification No.
2732 issued January 21, 1992. A copy of the General
Certification is attached. This Certification may be used in
qualifying for coverage under Corps of Engineers' Nationwide
Permit No. 14.

STATE HIGHWAY ADMINISTRATOR_
-- The North Carolina Department of Transportation is
proposing to construct and pave SR 1138, Middle Skeenah
Road, in Macon County. In order to build this project in
accordance with our current standards, it will be necessary
_w....___ to.upgr..ade..and extend, tour., station 12+09 the existing 36" CMP is to be replaced with 55
L.F. of 48" CMP. At survey station 19+38 the existing 30"
CMP is to be extended by five (5) L.F. at the outlet end.
At survey station 30+89 the existing 24" CMP is to be
removed and replaced with 50 L.F. of 24" CMP. At survey
station 31+93 the existing 36" CMP is to be removed and
replaced with 44 L.F. of 36" CMP.
Three (3) of the existing culverts were installed in a
manner that causes the water to discharge above the
respective stream bed elevations at the outlet ends of the
culverts. We propose to install the new culverts slightly
below the existing strearnbed elevations to minimize impacts
to wildlife habitat and allow the existing steam gradient to
remain as unchanged as is physically possible.
The best management. practices will. be used to minimize
and control sedimentation <ind orosion on this project. The
construction foreman will. review all erosion control
me.Asure,, daily to ensurf_? and erosion are being

the existing culverts and will remain in place until the
project is stabilized.
By copy of this letter, we are requesting the N. C.
Wildlife Resources Commission to comment to you concerning
our request. Also, by copy of this letter to the N. C.
Division of Environmental Management we are requesting
authorization under Section 401 of the Clean Water Act.
Enclosed are a location map, straight-line diagram,
plan/profile sheets, erosion control plans and details, and
a U.S.G.S. Map indicating location of project and culvert
locations. Please review this request for authorization
under Section 404 of the Clean Water Act. If you have any

A temporary silt ditch shall be used in place of silt fence in many situations.
Temporary silt ditches shall be used at the toe of fill slopes to divert runoff into
sediment basins, temporary rock sediment dams, temporary rock silt checks and/or
other sedimentation control measures. Temporary silt ditches are approximately 1
ft. deep, 2:1 side slopes with an optional earth berm.
AREAS OF USE:
• Toe of fill slopes where fill exceeds 3 ft in vertical height.
• Along streams to intercept flow and/or divert to a controlled outlet.

TEMPORARY SILT FENCE:
A temporary silt fence is commonly used at the toe of a fill section to prevent off-
site sedimentation. It is made of permeable filter fabric buried at the bottom,
stretched and supported by steel posts. The silt fence reduces the water flow while
retaining the sediment. They may also be used to divert water flow to protected
outlets. Silt fences need to be checked after each significant rainfall to ensure there
effectiveness. They must be maintained on a regular basis. Silt fences shall not be
installed across streams, ditches, or waterways.
AREAS OF USE:
• At toe of fill sections where sediment runoff can be stored and contained
inside the project limits.

TEMPORARY ROCK SILT CHECK TYPE-B:
A temporary rock silt check type-B (also called check dam) is a small dam with a
weir used to reduce gullying in drainage ditches that are to be filled or
permanently stabilized at a later date. These type-B rock silt checks help reduce
the flow velocity and are generally made of class-B stone. They are used in ditches
during construction where the grade meets and/or exceeds 3%.
AREAS OF USE:
• In channels, roadside ditch outlets, temporary silt ditches, and temporary
diversions.
• In conjunction with type-B silt basins. _ `-
DESIGN CRITERIA:
• Center of rock silt check shall be at least 1 foot lower than the outer edges
(top of channel sides)
• The spacing (ft.) = (3 / % of ditch grade) X 100 ft.

ROCK SILT SCREEN:
A rock silt screen is a low-level dam structure to be used in streams below culvert
sites. Rock silt screens shall be used to trap sediment transported by running water
and shall be placed in the stream below the construction site within the right-of-
way or easement boundary. The rock silt screen utilizes class B stone lined with #5
or #57 stone to produce a ripple-effect in the stream to settle the larger sediment
particles transported in the stream from the construction site. The trapped sediment
shall be cleaned out before the device is removed from the stream.
AREAS OF USE:
• In live streams below construction sites where construction occursmin or` 4°
adjacent to the stream.
• In live streams below a culvert construction site.
• Where it can be cleaned before it is removed from stream.
DESIGN CRITERIA:
• Structural stone - class B stone
• Sediment control stone -#-5 or # 57 stone
• Dam height 1.5 ft., minimum and 3 ft. maximum ( shall not be higher than
1 ft. above normal flow of stream)
