Assistant Manager, Planning & Environmental, NCDOT COPY -- NCDOT PROJECT HISTORY November 5, 1991 SUBJECT: Currituck/Dare Counties - Construction of New Bridge Parallel to Existing Wright Memorial Bridge (US 158) over Currituck Sound; State Project No. 6.041005 (T.I.P. No. R-2418) November 6, 1989 - State Environmental Assessment approved. December 1, 1989 - Slate Environmental Assessment circuiated to review agencies. February 28, 1990 - Combined location and design public hearing. August ::9, 1990 - State :finding of No Significant Impact approved. December 7, 1990 - CAMA/DOA Permit Application and request for 401 Water Quality Certification submitted. December 7, 1990 - U.S. Coast Guard Permit Application submitted. January 7, 1991 - CAMA Permit Application returned to NCDOT for revisions. The main issue of concern was the need for information regarding the construction access channel and spoil disposal area. January 25, 1.991 - U.S. Army Corps of Engineers issued Bridge General Permit No. CESAW-CO82-N-000-0031. March 22, 1991 - 401 Water Quality Certification (No. 2581) issued by Division of Environmental Management. May 9, 1991 - Decatur Partnership agrees to allow NCDOT to deposit construction spoil on their property located at the southeast approach to Wright Memorial Bridge. As a condition of this agreement, Decatur Partnership will allow spoil deposition only if NCDOT constructs an access channel to said property. COPY -- NCOOT June 5, 1991 - U.S. Fish and Wildlife service recommends denial of permit until impacts to Submerged Aquatic Vegetation (SAV) and estuarine marsh are addressed. June 26, 1991 - Preliminary survey of SAV growth in construction channel by NCDOT Dive Team and staff biologists. July 15, 1991 - Preliminary meeting with National Marine Fisheries Service (NMFS) to discuss SAV survey methodology and avoidance/mitigation measures. NMFS suggests that NCDOT investigate possibility of back- filling of construction channel, to be followed by sprigging of SAV from adjacent areas of Currituck Sound. July 30, 1991 •- Quantification and mapping of SP.V beds it; bridge construction channei and spoil site access channel, in accordance with NMFS' recommended methodology, by NCDOT Dive Team and staff biologists. August 13, 1991 - NMFS advises NCDOT that they will oppose construction of an access channel to Decatur Partnership property. September 9, 1991 - NMFS and NCDOT meet to discuss results of SAV survey. NMFS states that minimization of SAV impacts should be investigated, i.e. alternative construction techniques which would eliminate need for dredging of construction channel in areas of SAV growth. J ??-? 1gg1 cA Co r.CF??1 ?'?Tl o SUBJECT: Currituck/Dare Counties, Construction of New Bridge Parallel to Existing Wright Memorial Bridge (US 158) over Currituck Sound (R-2418) The North Carolina Department of Transportation submitted a permit application for the subject project on October 2, 1991. The permit drawings depict an access canal to the Decatur Partnership tract on the southeast approach to the bridge. This site was to be used for the disposal of construction spoil, but has been rejected by NMFS and NCDOT due to anticipated environmental impacts. The attached sheets reflect revisions to the spoil disposal plan. NCDOT now proposes to deposit construction spoil at the Moore- Griggs site in Currituck County. Sheets 28 and 28A illustrate the location and survey boundaries of this property. The access channel to the Decatur Partnership tract has been removed from revised Sheets 13 and 14. A copy of the lease agreement for use of the Moore-Griggs property will be forwarded to you upon completion of Right-of-way negotiations with the owners. R-2418) On January 14, 1992, we received correspondence from your agency indicating that Bridge General Permit No. CESAW- C082-N-000-0291 was applicable to this revised project. On .'January 25, 1991, Bridge General Permit No. CESAW-CO82-N- 000-0031 had also been issued for this same project. on !January 14, 1992, we also received a request for information regarding avoidance, minimization, and mitigation of wetland ., mpacts. It is the opinion of the North Carolina Department r?"of Transportation that these issues have been thoroughly 'addressed in the permitting and coordination process carried '*ut for this project. At present, the Division of Coastal anagement is reviewing our CAMA permit application, and is I kely to issue a decision within the first half of 1992.
