Most of the plant is dissaembled ready for transport. Basins are still functioning. Debris and concrete waste is still present on site. While performing the inspection a concrete truck cleaned out his truck beside the basin in a pit. It is recommended that the rescission request not be granted until all dumping and construction activty has stopped. Also, the site needs to be cleaned up of all debris and waste. The site needs to be restored to the condition it was prior to operations started.
