STATE HIGHWAY ADMINISTRATOR SUBJECT: Beaufort County, wetland impacts associated with widening 5.46 miles of US 264 from SR 1501 to NC 32. (TIP --R-2021) The North Carolina Department of Transportation (NCDOT) proposes to widen 5.46 miles of US 264 from SR 1501 in Washington to NC 32. This will involve improvements to two' bridges: one at Broad Creek and one at Runyan Creek. Reference is made to CAMA permit (57-91) for the Runyon Creek bridge which was issued June 6, 1991. The Permit includes nine conditions, most of which can be met without difficulty. Unfortunately, the sixth and eighth conditions appear to be infeasible. The sixth condition requires that "wetland soils, including profiles, must be restored in the project area impacted by fill or other construction activities." In the strictest application, we do not believe we can meet this condition due to the required construction methods. We need more information as to what is required by this condition. We also feel that condition eight should be reworded to read completely stabilized and planted with wetland vegetation." We feel that it could take many years for the trees called for in condition 7 to "completely stabilize" the area although erosion control measures may no longer be needed. This classification is not applicable when the proposed project requires acquisition of more than minor amounts of right-of-way or substantial changes in access control. 4. Highway safety or traffic operations improvement projects including the correction or improvement of high hazard locations; elimination of roadside obstacles; highway signing; pavement markings; traffic control devices; railroad warning devices; and lighting. That where cast-in-place concrete is used, concrete shall not be poured unless forms are completely dewatered. Foundation seals may be placed under water. 3. PROJECT SUMMARY: The applicant is proposing to replace the existing hri dge across Runyan Creek on US 264 with a new bridge. Environmental setting The project which is being addressed by the application is the widening of US 264 east of Washington in Beaufort County from SR 1501 to NC 32. The specific water body which is involved in the application is Runyan Creek, a tributary of the Pamlico River. It should be mentioned, however, the project will also impact Broad Creek which will result in wetlands being filled. The application presently being reviewed does not evaluate that crossing because no Areas of Environmental Concern (AECs) as defined by the Coastal Resources Commission are present. At the point where US 264 crosses Runyan Creek, there is an existing bridge which has an elevation of + 4' above the NWL. Also + 30' downstream from the bridge there is a sanitary sewer pipe crossing the creek which has been placed near the NWL. At the bridge location the creek has a width of + 45' and a depth of + 6' at normal water. At both ends of the bridge fill materials from the existing causeway extend to the edges of the creek. Very little if any wetland vegetation was observed at the bridge site. Project proposal The applicant is proposing to replace the existing bridge with a new bridge at the same location. The new bridge will have a clearance of + 8' above the NWL. A detour bridge will be constructed for traffic while the new bridge is being constructed. Once completed, the detour bridge will be removed. Enviro.rm ntal impact The project as proposed should have a minimal environmental impact.
