RAILROAD, CRAVEN COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: In February of 1988, DCM issued DOT a permit (#39-88) authorizing the repair and replacement of the A & NC Railroad swing span bridge over the Trent River, between James City and New Bern, Craven County, NC. Replacement of the entire trestle within the existing alignment was judged to be exempt from further permit requirements. Today, DOT's contractor, McLean Contracting Company, is in the process of replacing the railroad trestle. In order to gain access to the New Bern side of the shoreline, McLean proposes to excavate a construction channel measuring 120' long x 60' wide to an overall depth of -4' NWL. Water depths within the project alignment range from 1' to 32' deep NWL. The proposed excavation will allow water access by the construction barge to the New Bern shoreline next to the Sheraton Hotel property. The spoil material generated by this excavation will be some 500 cu. yds. of sandy material. The spoil will be loaded directly into an attending spoil barge and delivered across the river to the Ramada Inn property. There, the spoil will be unloaded and stockpiled in an open field landward of the hotel. 10. ANTICIPATED IMPACTS: The proposed excavation will be accomplished by the clam shell bucket method. The excavation should pose no obvious impacts to the 'SC' water quality in this section of the Trent River. The proposed channel at an overall water depth of -4' will connect to the natural 4' water contours of the Trent River. The spoil disposal site measuring 100' x 100' appears to be adequate to the task of containing and retaining the spoil. No marsh grass or submerged aquatic vegetation will be involved with the proposed project. PREPARED BY: JAMES L.
