Project has previously been reviewed by James Lastinger of USACE in 2019 to discuss project viability and ability to successfully permit. The development plans do, as currently designed, incur wetland and WOUS impacts. 4i. The project incorporates open drainage with pavement and ditch sections. NCDOT approved headwalls will be used at the stream crossings and 1:1 engineered slopes are also used Wiere they can help reduce impacts. Standard double barrel circular culverts and rip -rap dissipaters are also being used. Gravity retaining solutions are also used in areas where no jurisdictional impacts Will occur. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed site design has been developed with the specific intent of providing usable lots while avoiding and minimizing impacts to the aquatic environment. Where necessary, stream and wetland crossings have been placed in narrow locations where the overall disturbance can be lessened. In another location the crossing was placed in a small wetland area instead of impacting a stream origin point. The engineer has drafted, and provided for review, more than one layout to identify the least environmentally damaging practicable alternative while still maintaining the project's purpose and need. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: NCDOT approved headwalls are proposed to lessen stream and wetland impact. 1:1 engineers fill slopes are also proposed to minimize impacts to sensitive areas, including wetlands and waters.
