Orange County is currently in Tier II monitoring for the facility due to high TSS. There were several measurable storm/rain events during the month of March 2020. A sample was collected from each of the two outfalls at the start of the rain event on March 25, 2020 approximately 30 minutes after it had begun. The sampling results over the last twelve months for the outfalls have shown high levels of e coli following periods of low rainfall. Results indicate that the C&D outfall and the MSW outfall exceed the threshold for fecal coliform. The results of the analysis are entered on the enclosed Storm water DMR reporting form as well as copies of both analyses. The MSW outfall has an exceedance for TSS. The two landfills are surrounded by heavily wooded areas and wildlife is frequently spotted on the landfill property which is the only way to explain fecal coliform presence in the discharge from C&D and MSW outfalls. The C&D landfill only accepts construction and demolition debris which should not be a source that would lead to the presence of fecal coliform. The presence of fecal coliform in the MSW outfall is most likely from the wildlife as well as the MSW landfill was officially closed in July 2013 and officially capped with a subtitle D final landfill cap. The exceedance for TSS is most likely the result of the rare rainfall events and the required mowing of the closed landfill cover. Orange County continues to monitor the installed BMP's that help to control the amount of onsite erosion and subsequent discharge of contaminated water. This includes monitoring of the growth of our vegetative cover and minimizing the amount of disturbed land. Page 6 of 8 www.encolabs.com FLAGS/NOTES AND DEFINITIONS B The analyte was detected in the associated method blank. D The sample was analyzed at dilution. I The reported value is between the laboratory method detection limit (MDL) and the laboratory method reporting limit (MRL), adjusted for actual sample preparation data and moisture content, where applicable. U The analyte was analyzed for but not detected to the level shown, adjusted for actual sample preparation data and moisture content, where applicable. E The concentration indicated for this analyte is an estimated value above the calibration range of the instrument. This value is considered an estimate. MRL Method Reporting Limit. The MRL is roughly equivalent to the practical quantitation limit (PQL) and is based on the low point of the calibration curve, when applicable, sample preparation factor, dilution factor, and, in the case of soil samples, moisture content. PQL PQL: Practical Quantitation Limit. The PQL presented is the laboratory MRL. N The analysis indicates the presence of an analyte for which there is presumptive evidence (85% or greater confidence) to make a "tentative identification". Greater than 25% concentration difference was observed between the primary and secondary GC column. The lower concentration is reported. [CALC] Calculated analyte - MDL/MRL reported to the highest reporting limit of the component analyses. Q-01 Analysis performed outside of method - specified holding time. QR-06 The RPD value for the LCS/LCSD was outside of QC acceptance limits. FINAL This report relates only to the sample as received by the laboratory, and may only be reproduced in full. Page 5 of 10 aceAnalXical www.pacelabs.com QUALIFIERS Project: CDO1709 Pace Project No.: 92470907 DEFINITIONS DF - Dilution Factor, if reported, represents the factor applied to the reported data due to dilution of the sample aliquot. ND - Not Detected at or above adjusted reporting limit. TNTC - Too Numerous To Count J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL -Adjusted Method Detection Limit. Pace Analytical Services, LLC 9800 Kincey Ave. Suite 100 Huntersville, NC 28078 (704)875 9092 PQL - Practical Quantitation Limit. RL - Reporting Limit - The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. LCS(D) - Laboratory Control Sample (Duplicate) MS(D) - Matrix Spike (Duplicate) DUP - Sample Duplicate RPD - Relative Percent Difference NC - Not Calculable. SG - Silica Gel - Clean -Up U - Indicates the compound was analyzed for, but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration. Pace Analytical is TNI accredited.
