A new 6,740LF force main with 250 LF of directional bore will be installed from the existing main pump station, Varnell Pump Station, to a gravity MH just upstream of the existing, recently constructed Speight School Road Pump Station. The existing 6" force main that conveys the Town's effluent to the Town of Stantonsburg collection system will be abandoned as part of these improvements. The new 6" force main will be installed along an existing utility easement and within the right of way Speight School Road. Scope: • 6,740 Linear Feet of 6-inch Sanitary Sewer Force Main including: • 250-foot Directional Bore • Replacement of pumps at the Varnell Street Pump Station • Air Release manholes and valves Upon previous submittal of an application package to cover all aspects of the Wilson SS Connection project, DEQ requested that one permit to cover Varnell Street and its new force main be requested and modification of the recently issued Speight School Road Pump Station permit (WQ 0039049) be processed. The check for this "new permit" for the existing Varnell Street Pump Station has already been submitted. Tolson, PE mike@mackgaypa.com NORTH CAROLINA WIRER RESOURCES July 31, 2017 Mayor Tommy Hawkins Town of Saratoga 6904 Main Street Saratoga, N.C. 27873 Subject: Potential Sewer Service for Town of Saratoga Dear Mr. Hawkins, Thank you for your interest in possibly becoming a City of Wilson wholesale sewer customer. As you are aware, the City already serves Black Creek, Lucama, and Sims with this service. Your town engineer, Mark Russell with Mack Gay and Associates and I have spoken about possible sewer connection locations for service. We have also spoken with your Town Attorney, Mr. Brian Pridgen, and understand that your board has voted to explore the project as an option for the town. According to Mr. Russell, you are requesting a flow of 100,000 gallons per day (gpd). The City has sewer capacity of 14 million gallons per day at our facility, and we have more than enough excess capacity available at our facility to handle the requested 100,000 god of additional flow. With the requested capacity and a pump station design factor X2.5, our pump station or gravity sewer downstream would need to be capable of handling 250,000 gpd. The Woodard Industrial Park Pump Station (now called "The Campus at 587") which is currently under construction (with a completion date of early 2018) has a capac'ty of 1.55 MGD which is more than adequate as is downstream gravity sewer capacity. With treatment capacity available and with infrastructure capacity available, the City is willing to accept 100,000 gpd of wastewater from the Town of Saratoga, subject to Wilson City Council approval, and other minor ordinance modifications. The capacity charge for wastewater capacity at our facility is currently $4.08 per gallon, or $408,000 for the requested flow. Wilson has indicated that they have capacity and are willing to potentially accept up to 0.1 MGD from the Town however the current monthly pumping rates (attached) do not support that high of a demand. I know that we worked on an upgrade / rehab to the station a few years ago. All I can find from that is a certification letter deeming that the project didn't increase capacity and simply supplied emergency backup power as well as rehabbed the station. The permits weren't referenced in the documents 1 could find. (copy of letter attached) I have also attached the images we have of the original plans from the 81-85 era for when the original station was constructed. These plans are from another firm and I would expect that any permit issued would have accompanied that set of drawings. A question to consider: Since we are extending such a significant length of force main for this and the pump stations are technically permitted already and just have modifications, should this simply be a force main extension application and then modifications to the other two existing permits? With that said, I'm willing to work this out however you guys think would be the most appropriate way.
