Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* The Town of Hudson - Holly Hill Street and Hickman Avenue Storm Drain Repairs Project consisted of two small (approx. 3,500sf) areas along along Hickman Avenue and Folly Hill Street where the roads cross an unnamed tributary (UT) to Little Gunpowder Creek, within the Town of Hudson Town limits, Caldwell County North Carolina. Project Vicinity consists of residential properties and undeveloped land. 4b. Explain the purpose of the proposed project:* Original project purpose consisted of the repair of road bank, headwall, and culvert erosion and washout resulting from significant rainfall and subsequent flooding of an unnamed tributary (UT) to Little Gunpowder Creek (C). The washouts were located at the Hickman Avenue stream crossing between Hickory Street and Boxwood Street, and at the Holly Hill Street stream crossing near Elm Avenue (see Location Map). The purpose of the proposed project is to stabilize eroded/disturbed UT -Little Gunpowder Creek streambanks upstream and downstream of the Hickman Avenue culvert replacement, and to construct and in -stream structure in UT -Little Gunpowder Creek downstream of the Holly Hill Street culvert replacement which will mimic culvert burial to 20 % of culvert diameter. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Holly Hill Street repairs consisted of the replacement of two approx 451f culvert pipes and concrete headwalls, and repair of asphalt road and road shoulders. Hickman Avenue repairs consisted of the replacement of two approx 481f culvert pipes and concrete headwalls, and repair of asphalt road, road shoulders, and curb and gutter. The Town of Hudson is requesting an after the fact permit (NWP #3) for the completed culvert and headwall replacements. The work resulted in approximately 25 linear feet in permanent impacts (Impact S1) to UT -Little Gunpowder Creek at the Hickman Avenue crossing in the form of rip rap fill on the stream banks. The work also resulted in approximately 25 linear feet in permanent impacts (Impact S2) to UT -Little Gunpowder Creek at the Holly Hill Street crossing in the form of rip rap fill on the stream banks. Proposed improvements to UT -Little Gunpowder Creek at the Holly Hill Street crossing consist of constructing a boulder Cross -Vane (CV) structure just downstream of the outlet end of the culverts. The CV has been designed to raise the base flow level of the stream, mimicking culvert burial, and allowing for the low flow passage of water or aquatic life. CV elevations were designed to raise the base flow elevation of the stream a minimum of 9.6-inches above the inlet invert elevation of the pipes. The CV provides for the proper natural conditions of secondary circulation patterns commensurate with channel pattern, but with high velocity gradients and boundary stress shifted from the near -bank region. By concentrating stream flow directly from the pipe outlets back to the center of the channel the CV will help limit channel over -widening. Installation of the CV will result in approx 15 linear feet of permanent stream impacts (Impact S3) as CV structure and approx 40 linear feet of temporary impacts (Impact S4) associated with flow diversion measures and equipment access. Disturbed streambanks will be returned to original contours and elevations, and stabilized with fully biodegradable matting, native riparian seed mix, and native live stakes. Proposed improvements to UT-Liftle Gunpowder Creek at the Hickman Avenue crossing consist of the stabilization/armoring of an approximate 251f section of the left bank just upstream of the culvert inlet with Curlex® Bloc high density coir log for toe protection. Existing rip rap along the 251f section streambank will be removed and replaced with fully biodegradable matting, native NC riparian seed mix and native live stakes. A small exposed section of the right bank will be sloped back by hand as much as possible without damaging existing vegetation and stabilized with fully biodegradable matting, native NC riparian seed mix, and native live stakes. An approximate 151f section of the right bank downstream of the culvert outlet will also be stabilized/armored with Curlex0 Bloc high density coir log for toe protection. A layer (approx. 6-12 inches) of topsoil will be added to the streambank above the coir log to achieve a positive grade and allowfor native seed germination. After coir log and topsoil application, the streambank area above the coir log will be stabilized with fully biodegradable matting, native NC riparian seed mix, and native live stakes. This section of streambank has historically received over bank flows during storm events. The coir log toe protection is intended to armor the existing streambank, while allowing high flows to access the above flood bench. The matting, seeding, and live stakes are intended to aid in flood bench stabilization without permanently damaging existing riparian vegetation and root mat. Approximately 50 linear feet of temporary impacts (Impact S5) to UT -Little Gunpowder Creek are anticipated located just upstream and downstream of the culverts to allowfor flowdiversion during construction. See attached corrective Action Plan and original culvert replacement plan sheets for project plans, specifications, and details. All proposed work will be performed in the dry. Armoring can be installed by hand minimizing permanent impacts. Proposed in stream structure was reduced in size as much as allowable based on stream flow velocity. Stabilization will consist of fully biodegradable material and native species. Baffles were chosen during the design process to mimic culvert burial at the Hickman Avenue crossing, eliminating any permanent stream impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Streambank stabilization measures will be installed by hand minimizing stream impacts. All proposed instream work will occur in the dry via pump around or sand bag diversion. Al equipment work Will be performed from the top of bank to limit instream impacts.
