Field Investigation Report: Bridgeton Marine, LLC Page 2 Narrative Description: The property is located adjacent to the Neuse River at 103 D Street in downtown Bridgeton, Craven County. This property is currently developed with a commercial boatyard and haul out facility (ref. CAMA Express Major Permit 17-14, issued February 24, 2014; ref. DWR #14-0097 and USACE #SAW-2014-00277)_ The adjacent riparian properties are undeveloped with a vacant lot to the north and a road right-of-way to the south. The elevation of the adjacent high ground of the parcel is approximately 5' above the normal water level (nwl). Vegetation on the adjacent parcel mainly consists of lawn grasses. There are no Coastal Wetlands within the project area. The parcel has approximately 500' of continuous shoreline along the Neuse River. Immediate offshore water depths adjacent to the parcel range from —4' to —S' normal water level (NWL)_ The subaqueous substrate is firm with shell. There is not a cultural resource in the project area. This waterbody is approximately 5,076' across at this location. These joint waters are not classified as a Primary Nursery .Area. Submerged aquatic vegetation was not observed at this location. This area is closed to shellfish harvest and is classified as SB; Sw; Nutrient Sensitive Waters. There is not a defined Federal Channel near the project area. This parcel is subject to the Neuse River Riparian Buffer Rules. Proposed Development: The applicant proposes to install a staging dock with five boat slips at the existing haul out facility within the Neuse River, in downtown Bridgeton. The proposed development would take place adjacent to 103 D Street, Craven County. This proposal is for commercial use in order to provide additional vessel staging to the boat haul out facility. The proposed fixed dock would be an extension of the northern side of the haul out. This would be similar to the staging dock on the south side of the haul out. The proposed dock would be 6' wide and 100' long. Each of the proposed boat slips would be 20' wide and 20' long, defined by six outer tie pilings. The normal water level depths within these slips range from -6' to -8' deep. Anticipate Impacts: This proposal would not pose a hazard to navigation as it would not extend beyond the existing staging dock on the south side of the haul out. The proposed structure would shade 2,600 square feet of of Public Trust Area. Traditional marine construction methodology will be utilized during the construction of this project. Turbidity impacts are not anticipated during the pile driving activities in the Neuse River. There is not a cultural resource in the vicinity of the project area. This project area is not subject to the Neuse River Riparian Buffer Rules. These waters of the Neuse River are not classified as a Primary Nursery Area and the presence of submerged aquatic vegetation was not observed.
