PROJECT SUMMARY: Applicant proposes to remove an existing narrow. wooden bridge and replace it with a wider concrete, steel bridge. NORTH CAROLINA DEPARTMENT OF TRANSPORTATION BIO REPORT PAGE 2 SITE REPORT The N.C. Department of Transportation currently maintains SR 1245 and a small bridge located on SR 1245 leading into Bells' Island, Currituck. The bridge currently spans approximately 120' m over a shallow creek off of Coinjock Bay, "SC" waters. The creek leads into an extensive marsh dominated by black needlerush. The bridge is an old wooden structure supported by wooden pilings and represents the only vehicular access to and from Bell's Island. The narrow passage has deteriorated and is in heed of repair and/or replacement. On either end of the bridge creosote bulkheading retains the filled causeway from eroding and washing down into the adjacent water. The applicant proposes to remove the existing bridge and replace it with a wider, more substantial bridge. To accomplish this, the applicant proposes to widen the bridge approach on each end.: This will be done by driving sheet piling and constructing a bulkhead in a flared configuration toward the span. The bulkheaded area will subsequently be backfilled and elevated to existing road grade. The areas adjacent to the existing creosoted bulkheads which will be filled are currently shallow-water habitat with a few small clumps of black needlerush. The total shallow-water habitat to be filled is approximately 1000 sq. ft.; the total coastal wetlands to be filled is approximately 100 sq. ft. ANTICIPATED IMPACTS The project will result in the loss of 1000 sq. ft. of shallow-water habitat which includes approximately 100 sq. ft. of coastal wetlands. Some minor short-termed turbidity will result from the driving of the sheet piling and the structural pilings for the new bridge. LAMA REVIEW The conservation classification in the Currituck County LUP applicable for the area of this project, places importance on the value and preservation of coastal wetlands.
