Salisbury Street, Archdale Building 9th Floor Raleigh, NC 27620 RE: Selma Mill – Monitoring Year 2 Adaptive Management: Work Completed Dear Ms. Merritt, In response to problem areas identified in the Selma Mill Year 2 Monitoring Report (2019) and your e-mail comments from December 12, 2019, RES has performed supplemental planting and easement protection activities. The work included planting 3,100 bareroot trees in low stem density areas and areas where encroachment destroyed planted stems. The low stem density areas included areas in and around any vegetation plot that was under 500 stems per acre in Year 2 monitoring. Additionally, RES installed horse tape as a physical barrier to the easement in the encroachment areas. The encroachment areas included the area along Highway 96 (Encroachment Area 1) and an area near the confluence of Reach B and Reach C where the farmer on the RES/EBX property accidentally mowed to the vegetation plot marker mistaking it for an easement marker (Encroachment Area 2). Encroachment Area 2 was discovered during a monitoring visit in early 2020 therefore was not included in the Year 2 Monitoring Report. RES ensured there was sufficient Wildlife Habitat Foundation signage in the encroachment areas. RES elected to not send a letter to the landowner about the encroachment and communicated with DWR that if the horse tape was removed and/or there was more mowing in the easement then RES would send a letter to the landowner. Following this conversation with DWR, the landowner reached out to RES with curiosity about the horse tape. RES replied that it was installed to prevent mowing in the easement and the landowner offered to inform the farmer that there is no mowing permitted inside of the horse tape.
