8. PROJECT SUMMARY: The applicant proposes to widen the eas
lane of N.C. Hwv. 24 and Bridge over Northeast Creek, ne
Lejeune, in Jacksonville, Onslow Countv.

9. NARRATIVE DESCRIPTION: Increased traffic counts in and
around Camp Lejeune and the City of Jacksonville has in part
caused the North Carolina Department-of Transportation to
propose widening Highway 24 (Lejeune Boulevard), from Bell
Fork Road (SR 1308), to Holcombe Boulevard. The proposed
improvements to this 2.7 mile section of highway will
include the addition of a third land in the eastbound
direction. Highway 24 will become a six (6) lane divided
roadway. The project, and subject of this CAMA application,
involves widening the existing eastbound bridge over
Northeast Creek. The improvements will take place on the
downstream side of the existing bridge between it and the
existing railroad trestle owned by Camp Lejeune.
Widening the bridge and the approaches will require the
placement of approximately 55 cu. yds. of earthen material
below the MHW line. The total area to be filled measures
approximately 170' long x 10' wide. In addition,
approximately 1700 sq. ft. of coastal wetlands will be
directly displaced by the fill operation. On the west side
(closest to Jacksonville) of the bridge, there is an
intertidal patch of three square rush measuring 20' long x
5' wide. Extending some 150' landward into a drainage ditch
next to the existing road bed is a 10' wide band of mixed
wetlands containing sawgrass, cattails and maples. These
wetlands will also be directly impacted by the roadway
expansion. On the east side (nearest Camp Lejeune) a small
patch of coastal wetlands extends from the shoreline into an
old drainage ditch. The marsh vegetation is dominated by
giant cordgrass (Spartina cynosuroides). The bridge portion
of the project will involve an open pile concrete structure
similar to the existing bridge span. Widening of the new
bridge will be approximately 300' long from bank to bank and
about 50' wide.
Resource information indicates that the estuarine surface
waters of Northeast Creek are designated as a Primary
Nursery Area below the railroad trestle. The actual surface
waters of the project site are classified as "Inland Waters"
which extend to the upper reaches of the creek well above
the Highway 24 Bridge. All surface waters of Northeast
Creek are classified as "SC".
10. ANTICIPATED IMPACTS: The proposed highway and bridge
expansion will directly displace .04 acres of coastal
wetlands. Except for the 1500 sq. ft. of intertidal three
square, the wetlands are considered under their existing
growing conditions to be high marsh species and only
occasionally flooded. It is the understanding of this
office that the roadway improvements will be accomplished

without detours that will significantly impact additional
estuarine resources. As always, strict employment of
sedimentation and erosion control measures will safeguard
the downstream Primary Nursery Area from undue silt and
sediment during the course of construction.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 'z x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawir'igs.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

waters of Northeast Creek are designated as a Primary
Nursery Area below the railroad trestle. The actual surface
waters of the project site are classified as "Inland Waters"
which extend to the upper reaches of the creek well above
the Highway 24 Bridge. All surface waters of Northeast
Creek are classified as "SC".
10. ANTICIPATED IMPACTS: The proposed highway and bridge
expansion will directly displace .04 acres of coastal
wetlands. Except for the 1500 sq. ft. of intertidal three
square, the wetlands are considered under their existing
growing conditions to be high marsh species and only
occasionally flooded. It is the understanding of this
office that the roadway improvements will be accomplished

without detours that will significantly impact additional
estuarine resources. As always, strict employment of
sedimentation and erosion control measures will safeguard

8 ADDITIONAL INFORMATION .
In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 % x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawdgs.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).
